1、项目建设背景及进展
公司自建立以来一直围绕单一品种——三乌胶（丸）生产经营，2003年9月企业改制后，于2004年7月成功取得“丸剂、胶剂的GMP证书”。公司自2005年开始陆续申报了19个新药品种（筋骨跌打片、筋骨跌打丸、筋骨跌打胶囊、三清片、尿清舒片、丹莪妇康颗粒、手参肾宝片、天麻醒脑片、小儿启脾咀嚼片、肝苏分散片、宫炎平分散片、穿王消炎胶囊、泌淋片、惠血生片、复方大红袍止血片、痛舒片、秦皮接骨片、和胃止痛片、胆石通利片）。为保证公司产品生产和中药饮片生产所需原料，计划投资1800万元建设3000亩原生药材种植基地。

1、资源状况
（1）、公司拥有“三乌胶（丸）”产品的独家生产专利。且“三乌胶（丸）”产品的产销量自2004年GMP认证后每年以50%的速度递增。
（2）、会泽县位于乌蒙山主峰地区，有典型的立体气候，适合于“三乌胶（丸）”产品所需主要原料——草乌、川乌、何首乌及其他中药材等的种植。
（3）会泽县工业薄弱，环境污染很轻微，适合于发展绿色农业，尤其是无污染、高品质的中药种植农业。
2、基础设施情况
给水：县城自来水进水管道DN50，水质符合生活饮用水标准。厂区内有V=200 m3的地下蓄水池和消防水池各一个，完全能满足生产、生活和消防用水要求。
排水：厂内排水管道在建厂初期已按清污分流考虑，全厂的排水管道不需要大的改动，就可达到要求。
供汽：公司现有一台蒸发量为2吨／小时卧式快装燃煤锅炉。
供电：厂内现有杆上变电站一座，变压器容量为315kVA，电压等级为10/0.4/0.23kV，现有负荷装机容量为160kW。
四、项目进展情况
1、新产品的研发、申报工作已经结束，19个新品种中已有7个进入注册程序，其余12个也进入审评阶段。
2、为新产品投产的相关GMP改造工作已结束。
3、3000亩原生药材种植基地建设项目也已经启动
五、项目单位简介
公司是一个小型的股份制药品生产经营企业，地处会泽县城区，占地面积 32.3 亩，总建筑面积约7000平方米，独立拥有国家级重点独家新产品 “ 三乌胶丸 ” 和 “三乌胶 ”两个中成药品种及其自主知识产权，并于2004年7月取得丸剂和胶剂的GMP证书。现有生产能力为：胶片100万片／年，丸剂320万瓶／年。公司还增加了保健食品品种，并通过了保健食品 GMP 认证。公司现有闲置厂房约3000M2，公用工程及辅助设施配套齐全，水、电容量尚有富余，基础设施条件较好。

1、投资概算
项目建设概算总投资4412万元。其中新产品开发及GMP改造2642.50万元，原生药材种植基地建设和中药饮片加工1769.50万元。

New Products Development and GMP Renovation Project
I. Brief Description of the Project:
1. Background and Progress of Project Construction
Since the company has been established, it had been producing and operating a single product - Sanwu Capsule (Pill). It was restructured in September 2003, and successfully obtained “GMP certificate for pills and capsules. Since 2005, the company successively applied for 19 new medicines (Tablets for Treating Injuries from Falls, Fractures, Concussions and Strains, Pills for Treating Injuries from Falls, Fractures, Concussions and Strains, Capsule for Treating Injuries from Falls, Fractures, Concussions and Strains, Sanqing Tablets, Urine Cleansing Tablets, Dan'e Fukang Granules, Shoushenshenbao Tablets, Tianmaxingnao Tablets, Infantile Spleen-Nourishing Chewing Tablets, Liver-Comfort Dispersible Tablets, Cervicitis Dispersible Tablets, Chuanwang Anti-Inflammation Capsules, Milin Tablets, Huixuesheng Tablets, Fufang Dahongpao Haemostat Capsules, Pain Releasing Tablets, Qinpi Jiegu Tablets, Stomach-Comfort and Pain-Relieving Tablets, Danshitongli Tablets). In order to guarantee the supply of raw materials that the company need for producing the products and Chinese herbal medicine in small pieces ready for decoction, it is planned to invest 18 million RMB to construct 3,000mus of original herbal medicine planting base.

①It is to develop the Chinese medicine, making it internationalized, so as to bring benefits to more patients; ② It is the requirement of strengthening the Yunnan pharmaceutical industry; ③ It is the requirement of adjusting the agricultural structure. ④ It is the requirement of sustainable development of the company.
II. Industrial Category:
Manufacturing prepared Chinese medicine, processing Chinese herbal medicine in small pieces ready for decoction and planting original medicinal herbs.
III. Construction Site: Cuiping Street, Jinzhong Town, Huizhe County, Qujing City.
1. Resources
(1) The company has the patent to exclusively produce Sanwu Capsule (Pill), the production and sales volume of which has been increasing by 50% annually since it passed GMP certification in 2004.
(2) Huize County is located in the main peak of Wumeng Mountains, with typical three dimensional climate, which is suitable for planting Radix Aconiti Kusnezoffii, Aconiti Kusnezoffii, and Tuber Fleeceflower Root, main raw materials for Sanwu Capsule (Pill), as well as other Chinese medicinal herbs.
(3) Huize County is industrially weak, with very little environmental pollution. It is suitable for developing green agriculture, especially planting pollution-free and high-quality Chinese medicinal herbs.
2. Infrastructures
Water supply:Intake water pipe of the county seat is DN50, and the water quality meets the criteria for domestic drinking water. There is an underground water tank and a firefighting water tank of V=200 m3 each in the factory area, which is sufficient to satisfy the water demands for production, domestic and firefighting purposes.
Drainage: At the beginning of building the factory, the drainage pipelines in the factory have been considered to separate the clean water from the wastewater. There will be no need to make great changes to meet the standard.
Steam Supply: The company currently has a 2t/h horizontal quick-loading coal-fired boiler.
Power Supply: Presently, there is a substation on the pole in the factory, and the transformer capacity is 315kVA, the voltage grade is 10/0.4/0.23kV, and the existing installed capacity is 160kW
IV. Project Progress
1. R&D and application for new products have been finished, 7 out of 19 new products have entered the registration procedure, and the remaining 12 new products have also entered the examination stage.
2. The relevant GMP renovation for putting new products into production have been finished.
3. The construction of 3,000-mu raw medicinal herb planting base has also been initiated.
V. Brief Introduction to the Project Owner
The company is a small shareholding enterprise engaged in production and operation of medicines, and it is located in the downtown county seat of Huize. It occupies an area of 32.3mus, with a total floorage of about 7,000m2. It independently owns two prepared Chinese medicines that are national-level key new products, i.e., “Sanwu Capsule (Pill)” and “Sanwu Capsules”, with intellectual property rights. Furthermore, it obtained GMP certificate for pills and capsules in July 2004. Its present production capacity include 1 million capsules / year and 3.2 million bottles of pills / year. The company also increased health food varieties, and passed GMP certification for health foods. The company currently has about 3,000m2 of idling factory building, with complete utilities and supportive facilities and surplus power and water supply. The infrastructure conditions are good.

1. Estimated Investments
The roughly calculated total investment of the project is 44.12 million RMB, including 26.425 million RMB for developing new products and GMP renovation, and 17.695 million RMB for constructing raw medicinal herb planting base and processing Chinese herbal medicine in small pieces ready for decoction.
2. Project construction period - 2.5 years.
3. Analysis of Economic Returns
Once the project is implemented, it may realize 79.5 million RMB of sales revenue, and 12.7977 million RMB of profits. The rate of return on investments will be 26.02%.
