生姜是罗平的主要经济作物之一，也是云南省的重要出口商品。罗平地理位置优越、是云南省通往全国的东大门。土地肥沃，气候适中。盛产生姜，是日本、韩国的生姜及姜制品出口基地，2007年全县生姜种植面积约达40万亩，每年优质生姜产量达20—25万吨。罗平小黄姜具有五大优点：（1）抗病耐高温，抗寒抗其它逆境能力强；（2）生长快，长势旺；（3）生姜外观好，色泽鲜黄，均以整齐，市场销路好；（4）质量好，姜黄素含量高，辣味浓；(5)产量高。生姜不仅是日常生活中的调料佳品，而且具有很高的药用价值，可直接用作药品，也可作为各种化妆品香辛料的添加品，姜精油的开发具有广泛的市场前景。
目前从事农产品深加工的云南省农业产业化重点龙头企业《云南慷葆食品科技开发有限公司》已在罗平投资5000万元建成占地73亩的现代化干燥深加工生产线。目前正寻求合作扩建年产60吨超临界二氧化碳萃取姜精油项目或其他技术成熟的姜精深加工产品项目。
三、项目实施依据：
依据《罗平县国民经济和社会发展“十一五”计划和2010年远景目标纲要》、《罗平县人民政府关于培育12个超亿元支柱产业的决定》
四、项目在本地区的作用与地位：该项目的实施将进一步拉长生姜产业链，增加农副产品的附加值，为企业增效，农民增收政府增加税收收入，吸纳更多的富余劳动力就业，创造更多的经济价值和社会价值，并提高原有加工企业的科技含量。
五、建设地点的自然条件和社会经济情况简述：
罗平，位于云南省东部，地处滇、桂、黔三省（区）结合部，东邻贵州省兴义市，南与广西白色市西林县隔河相望，是云南通往东南沿海的重要通道，素有“滇黔锁钥”、“鸡呜三省”之称，区位优势十分明显。这里物华天宝、人杰地灵，是全国卫生县城、中国县域旅游品牌百强县、中国旅游名县、中国旅游文化大县。全县国土面积3018平方公里，有耕地7680公顷。境内地势西北高、东南低，最高海拔2468米，最低海拔722米。截止2007年底，罗平下辖6镇6乡，155个村（居）民委员会，总人口56.9万人，其中农业人口52万人。县境内居住着汉、彝、布依、苗、回等十多个民族，少数民族人口比例为12.3%。
在罗平境内，324国道横贯东西，南昆铁路穿境而过，交通十分便捷；水能资源为滇东之冠，可开发利用的水能蕴藏量为105万千瓦，已开发利用近90万千瓦，相继建成鲁布革电站、腊庄电站、大寨电站、水寨电站、花滩电站等14个水电站；矿产资源极为丰富，主要矿产资源有煤、铅锌、硫铁、铜、铁、金、大理石、石膏等，煤炭资源总量70.2亿吨，质优易于开采，硫铁矿储量5000万吨，铝锌储量358.2万吨，铁矿储量20万吨，大理石储量1000万立方米；气候条件优良，生物资源门类齐全，是著名的粮食、烤烟、油菜籽、生姜、林果基地，曾先后被国家列为“烤烟生产基地县”、“油菜生产基地”。境内气候湿润，年平均气温15.1℃，年降雨量1800毫米。
南昆线与国道324线并驾穿过县境中部。南昆线过境58.7公里，设有大小火车站5个。国道324线过境68.4公里。省道黄罗公路连接曲靖，纵贯县境南北，直通广西。广西天生桥电站库区形成航运水路120公里（其中深水航路80公里），连通滇、桂、黔三省区，罗平境内现已建成4个客（货）码头和8个停靠站。罗平距兴义机场仅80公里，距昆明巫家坝机场仅207公里。
2007年实现县内生产总值52.5亿元，比上年增长13.1%。全年累计完成固定资产投资20.08亿元，比上年增长1.1%。辖区内财政收入完成4.59亿元，比上年增长13.78%。地方一般预算收入2.12亿元，比上年增长16.2%。社会消费品零售总额达10.98亿元，比上年增长16.9%。
六、姜精油产品简介：芳香精油的正确起源已经无从考证，其历史可以追溯到几千年的古埃及以及中国，据说早在公元前2600年以前，就有中国人使用植物的记载。从神农氏遍尝百草到李时珍所编纂的『本草纲目』，植物治疗法可说已成为中国人生活的一环。埃及人更将植物精油之艺术发扬光大，广泛运用在医学和美容的用途，而最广为人知的，即是利用植物精油杀菌、防腐的特性，来保存木乃伊的尸体。在20世纪第一次世界大战期间，法国一位化学工程师Gattefosse，实验室中遭遇意外，他的手部被炸伤，偶然发现熏衣草精油治疗灼伤的神效，这起事件激发了Gattefosse研究熏衣草精油的兴趣，并着了一本名为《Aromatherapy》的书，而创了 Aromatherapy ( 芳香疗法 ) 这个名词。至今，包括法国、伊朗、澳洲、美国、南非、德国、瑞士等国，早已开启医学的芳香疗法临床试验，并具相当成效； Aromatherapy ( 芳香疗法 )不再只是单纯的闻芳香味道而已，藉由混合纯植物精油的特性，运用熏蒸吸入、沐浴、按摩等方式，深入人体，提高人体自愈力，加强镇定及再生能力，以达预防及治疗的功效。目前西方流行的植物精油如熏衣草、迷迭香等，近年来在国内也颇受欢迎；其实，传统中药也能提炼精油，而经实验显示，这些中药精油具有改善过敏性鼻炎，如辛夷精油；镇静神经，如没药精油；抑制食欲，如茴香 (Fennel)精油等功能，极具发展的潜力。 主要产品：姜精油（纯姜油）学名：姜属Zingiber officinale
科名：姜科Zingiberaceae热带多年常绿的草本植物，会开白色小花；茎块是主要的香料食材。提炼精油的来源，姜的茎块多结节，像手掌或手指。原产于西印度，盛产在亚洲热带地区；11世纪传入欧洲带至加勒比海地区。品质最好的姜精油原料是牙买加姜和中国姜。

七、工艺技术方案简述：
超临界流体萃取是国际上兴起的一种新型化工分离技术：优点：1、萃取物不含或少量含有机溶剂；2、萃取温度一般最好保持在30—60℃，能较好保留生物活性；3、萃取分离的选择性好，提取率高；4、对环境无污染，萃取流体可循环使用。
技术方案：1.利用二氧化碳(CO2)作为溶剂，可在近常温条件下进行操作，故特别适合分离和提纯热敏性，易氧化，具有生物活性的物质，可防止各种组分的逸散和氧化（在密闭容器中）
2.CO2 于提取物中不会造成如使用溶剂萃取后的溶剂残留

I. Project Name: Extraction and Downstream Processing of Ginger Essential Oil in Luoping
II. Brief Description of the Project
Gingers are one of the primary cash crops in Luoping County and the important export commodity of Yunnan Province as well. Luoping County has superior geographical position and is the east door of Yunnan Province leading to other parts of China. The fertile land and moderate climate help to teem with gingers. The county is the export base for gingers and ginger products to Japan and South Korea. In 2007, the growth area of gingers reached approximately 400,000mu throughout the County, and 200,000-250,000 tons of high-quality gingers are produced each year. Luoping Xiaohuang gingers have the following advantages: (1) disease and high-temperature resistance, and high capacity of cold resistance and other adversities; (2) fast and vigorous growth; (3) good appearance, delicate yellow color, uniformity and tidiness, and good market access; (4) superior quality, high content of curcumin, and strong piquancy; (5) high output. Gingers not only are good flavoring substance but also have extremely high medicinal value. For this reason, gingers can be directly used as material medica and additive for spice in various cosmetics. The development of ginger essential oil has extensive market prospect.
At present, Yunnan Kaobao Foodstuff Scientific and Technological Development Co., Ltd., the key leading enterprise of agricultural industrialization which specializes in downstream processing of farm produce has invested 50 million RMB to construct a modern dry downstream processing production line which takes up a land area of 73mu. Currently, it is seeking for cooperation to extend a project for extraction of 60 tons of ginger essential oil annually through supercritical carbon dioxide or a more technologically mature project for downstream processing products of ginger essential oil.
III. Basis for Implementation of the Project
The Eleventh Five-Year Plan on National Economy and Social Development of Luoping County and the 2010 Long-term Objective Outline, Decision of the People’s Government of Luoping County concerning Fostering 12 Pillar Industries with Production Value Exceeding 100 million RMB.
IV. Roles and Status of the Project in the Area: The project implementation shall further extend the industrial chain of gingers, and increase the added value of subsidiary agricultural products so as to increase the efficiency of enterprise and farmers’ income and government’s revenue and employ more surplus labor force to create more economic value and social value and promote the scientific and technological content of the original processing enterprise.
V. Brief Introduction to the Natural Conditions and Socioeconomic Conditions of the Construction Site
Located in the east of Yunnan Province and the junction area adjoining Yunnan province, Guangxi Zhuang Autonomous Region and Guizhou Province, Luoping borders upon Xingyi City of Guizhou Province on the east, and Xilin County of Baise City in Guangxi Zhuang Autonomous Region on the river bank, and constitutes the key passage of Yunnan Province leading to southeastern coast, suggesting extremely evident regional advantages. Luoping, a place where good products from the earth are nature’s treasures and where there are many outstanding figures were born and lived, is a national sanitary county, one of the top 100 county-level tourism counties, China famous tourism county, and China tourism culture county. The county covers a total land area of 3,018 sq. km and 7,680 hectares of plowland. The topography declines from northwest to southeast with the highest altitude of 2,468m and the lowest altitude of 722m. By the end of 2007, Luoping administered 6 towns and townships respectively which include 155 villagers’ committees and neighborhood committees with a total population of 569,000, of which includes an agricultural population of 520,000. There are more than ten nationalities such as Han, Yi, Buyi, Miao, and Hui throughout the county, and the population of minority nationalities accounts for 12.3%.
National Highway 324 passes through the county from east to west, and Nanning-Kunming Railway runs across the county as well, which suggest convenient communications; moreover, water energy resources of the county ranks the first in Diandong (east Yunnan Province), and the exploitable and usable water energy reserve comes to 1.05 million KW, and nearly 0.9 million KW has been exploited and used so that 14 hydropower stations such as Lubuge, Lazhuang, Dazhai, Shuizhai and Huatan have been successively constructed for operation; Luoping is abundant in mineral resources such as coal, lead, zinc, sulfur iron, copper, iron, gold, marble and gypsum, and the total reserve of coal is 7,020 million tons, and the quality is superior and coal is easy to be exploited; the reserves of pyrites, aluminum zinc, iron ore and marble are 50 million tons, 3.582 million tons, 0.2 million tons and 10 million cubic meters; the climatic condition is preferable, and there are varieties of biotic resources, and the county constitutes the renowned base for foodstuff, cured tobacco, rapeseed, ginger, and forest fruits, and as a result, is successively ranked as the Base County for Production of Cured Tobacco and Base for Production of Rapeseed. It is humid, the annual average temperature is 15.1℃, and the annual precipitation is 1,800mm.
Nanning-Kunming Railway and National Highway 324 pass in parallel through the middle of the county. The railway extends as long as 58.7km in the county with 5 stations. The national highway extends 68.4km in the county. The provincial highway, Huangnipu-Luoping Highway is linked with Qujing City and passes through the county from south to north to Guangxi. Tianshengqiao Hydropower Station in Guangxi forms a 120km-long waterway (including 80km-long deep-water waterway) and can access Yunnan, Guangxi, and Zhuizhou. Up to the present, 4 docks and 8 stop stations have been constructed all over the county. In addition, Luoping is only 80km away from Xingyi Airport, and 207km apart from Wujiaba Airport in Kunming.
In 2007, the county GDP totaled 5,250 million RMB with a growth of 13.1% compared with 2006. The fixed assets investment was 200.8 million RMB throughout the year with a growth of 1.1% compared with 2006. The financial revenue was 459 million RMB with a growth of 13.78% compared with 2006. The local general budget revenue was 212 million RMB with a growth of 16.2% compared with 2006, and the total retail sales of social consumer goods reached 1,098 million RMB with a growth of 16.9% compared with 2006.

Brief Introduction to Ginger Essential Oil: There is no of discovering the proper origin of fragrant essential oils, and their history can be traced back to ancient Egypt and China thousands of years ago. It is said that 2,600BC ago, the Chinese people started to use plants. From the story that Shen Nong (the immortal farmer) tasted all herbs to Compendium of Materia Medica compiled by Li Shizhen (1518-1593 A.D.), it can be learned that plant therapeutics has become an important part of the life of Chinese people. Egyptians carried forward the art of plant essential oils by extensive application to medicine and cosmetology. What is immensely known to people is the application of sterilization and rotproof characteristic of plant essential oils to preserve dead bodies in mummy. During World War I, an accident occurred to a French chemical engineer named Gattefosse in the lab, and as a result, his hands were wonded by blasting. It was discovered by accident that lavender essential oil had special effect for curing the wound. This discovery sparked Gattefosse’s interest in studying lavender essential oil, and he wrote a book named Aromatherapy in which the word Aromatherapy was invented. Up to date, clinical test of Aromatherapy has been conducted in France, Iran, USA, South Africa, Germany and Switzerland and satisfactory result has been achieved. Consequently, Aromatherapy is not simply for smelling the fragrance any more, but by means of the characteristics of mixed pure plants essential oils and suffocation and suction, bath and massage, they can improve people’s vis medicatrix naturae so as to strengthen the unflappability and self-regeneration ability to prevent and cure diseases. At present, such plant essential oils as lavender and rosemary which are popular in western countries are widely accepted in China as well. As a matter of fact, essential oils can also be abstracted from traditional Chinese medicines. Experiments show that such essential oils abstracted from traditional Chinese medicines are able to improve allergic rhinitis such as lily magnolia essential oil, mitigate nerves such as myrrh essential oil, inhibit appetite such as Fennel, which suggests extensive potentials. Main products are ginger essential oil (pure ginger oil), and its formal name is Zingiber officinale.
Family name: Zingiberaceae tropical evergreen herbaceous plants and will blossom out white flowerlets; the stem is the main flavor material. Extracted essential oil sources from the tubercles of the ginger like a palm or finger. The ginger originated from west India and teems with tropical areas in Asia. Gingers were introduced to Europe and Caribbean in the 11th century. The Chinese ginger in Jamaica is the raw material for extracting the best ginger essential oil.

It can resist tumor and directly kill cancer cells (Note: it cannot be spread on the skin or rubbed on the skin, and it cannot add into hot water for bath as doing so will generate bad effect of the skin, and when it is serious, poxes will be caused. Moreover, excessive dosage is likely to generate skin sensitivity or slight phototoxic response).

VII. Brief Description of Process Technology Plan
Supercritical fluid extraction is an arisen new chemical separation technology in the world with the following advantages: 1. extractive does not contain or has little organic solvent; 2. extraction temperature usually maintains at 30-60℃ which can better retain biological activity; 3. The selectivity of extractive separation is good and the extraction percentage is high; 4. No pollution is caused to the environment, and cycle application of extraction fluid can be applied.
Technical Proposal: 1. Carbon dioxide is used as solvent for operation under the condition close to normal temperature. Therefore, it is particularly suitable for separation and purification thermo sensitivity. Easy oxidation is likely to occur, and substances of biological activity can prevent various components from dissipating and oxidizing (in closed container).
2. CO2 shall not generate residual solvent in the extractive after the extraction of application solvent.

Yunnan Kaobao Foodstuff Scientific and Technological Development Co., Ltd has constructed the first-stage plant which takes up a land area of 73mu for operation, and the company was assessed by Yunnan Province as a key leading enterprise for agricultural industrialization at the provincial level, and it has been granted with import and export qualification and certification of export foods. The infrastructure for the second-stage extension is ready, and policy support has been acquired from the State.
