建设地点的自然条件和社会经济情况简述：该项目选址于陆良县工业园区青山片区。陆良地处云南省东部，曲靖南部，国土面积2018km2，为云南第一大高原坝子；素有“文献之帮”、“鱼米之乡”、“丝绸之府”的美誉。全县总人口62 万人，城市面积14km2，城市人口14万人。县域经济十分发达，现具有造纸印刷、建材、化工、茧丝绸、农特产品为主的县域地方特色工业体系。是云南省投资较好的县市区之一。

工艺技术方案简述：主要选用生态环境优越的陆良县优质春、秋嫩桑叶为原料，采用普洱茶生产工艺规程，用科学的工艺和方法精制而成

项目主要原料、燃料及其它原材料供应情况：曲靖市现有桑园面积21万亩，年产桑叶30多万吨,其中正常采叶养蚕利用80%外,桑树春蚕期摘芯后废弃的芽叶、秋天养蚕剩余的芽叶20%约6万吨。本项目建设年产100吨成品桑茸茶生产线，需用鲜叶800吨，有十分充足的原料保障。
项目对环境的影响：该项目实行清洁生产，废气达标排放，无生产废水，对外环境影响较小。
投资估算：总投资1866万元，其中：固定资产1306万元，流动资金560万元。
资金筹措：通过招商引资实现企业合作

Brief Description of the Project: It is to develop and produce 100 tons of patented “Harmonization-brand Newly-Grown Mulberry Tea” series.
Basis for Implementation of the Project: The relevant industrial policies in the 11th National Five-Year Plan, Opinions of Qujing Municipal Government on Further Promoting the Industrial Development of Tussah Silk in the Entire City.
Roles and Status of the Project in the Area: It is to break the mindset of “growing mulberry for raising silkworms” over thousands of years, develop organic mulberry leaves and products, change the traditional mulberry leaves utilization structure, and develop new purposes of mulberry leaves. It is very meaningful for improving the utilization values of mulberry leaves, expanding the economic foundation of the mulberry and silkworm industry, extend the industrial chain, and maintain the vitality of the silkworm and mulberry industry.
Brief Introduction to the Natural Conditions and Socioeconomic Conditions of the Construction Site: The project site is selected at Luliang Industrial Park, Qingshan Area. Luliang is located in the eastern part of Yunnan Province and the southern part of Qujing City. Its land area is 2,018km2, and it is the largest plateau basin in Yunnan, known as “land of literary documents”, “land of fish and rice” and “land of silk”. The total population of the entire county is 620,000, and the urban area is 14km2, with an urban population of 140,000. The county economy is quite developed, and there is an industrial system with local characteristics, mainly papermaking, printing, building materials, chemical, silk and agricultural produces. It is one of the few counties, cities and districts with favorable investment environment in Yunnan Province.
Construction Content: It is to develop and produce mulberry bud tea series, mulberry tea series, mulberry silver tea series, mulberry Crocus sativus L tea series, and mulberry Matsutske tea series.
Construction Scale: It is to produce 70 tons of mulberry bud tea series, 10 tons of mulberry tea series, 10 tons of mulberry silver tea series, 5 tons of mulberry Crocus sativus L tea series, and 5 tons of mulberry Matsutske tea series, totally 100 tons of finished products of the five series.
Land to Be Occupied: 45 mus.
Construction Period: 1 year.
Brief Description of Process Technology Plan: It is mainly to select the excellent quality tender mulberry leaves of Luliang County in spring and autumn as the raw materials, adopting the Pu’er tea process flow, and meticulously made by using scientific process and methods.
Preparatory Work and Progress of the Project: The project has passed feasibility study, and relevant authorities have approved the project.
Supply of Main Raw Materials, Fuels and Other Raw Materials: Presently, Qujing City has 210,000 mus of mulberry garden, producing over 300,000 tons of mulberry leaves. To be specific, excepting 80% is normally collected for raising the silkworms, there are still about 20%, or 60,000 tons, left as abandoned bud leaves after harvesting the mulberry leaves for silkworms in spring and winter. Once the mulberry buds tea production line is completed with a capacity of 100t/a, it will consume 800tons of fresh leaves, and there will be very sufficient raw material guarantee.
Environmental Impacts of the Project: This project will conduct clean production. Waste gases will meet the emission standard, without any wastewater, and there will be little environmental impacts.
Estimated Investment: The total investment of the project will be 18.66 million RMB, including 13.06 million RMB fixed assets and 5.6 million RMB working capital.
Fundraising: It is to realize enterprise cooperation through introducing investments.
Preliminary Analysis about Economic Returns: The annual sales revenue will be 21.2 million RMB, and the annual net profits will be 4.7 million RMB. The internal rate of return will be 35%, the rate of return on investment will be 25%, and the payback period will be 4 years.
