本项目结合陆良实际，以丰富的桉树资源，开发桉树深加工项目，促进陆良县域经济发展，对实现建设陆良社会主义新农村具有十分重要的意义。
建设地点的自然条件和社会经济情况简述：该项目选址于陆良县工业园区青山片区。陆良地处云南省东部，曲靖南部，国土面积2018km2，为云南第一大高原坝子；素有“文献之帮”、“鱼米之乡”、“丝绸之府”的美誉。全县总人口62 万人，城市面积14km2，城市人口14万人。县域经济十分发达，现具有造纸印刷、建材、化工、茧丝绸、农特产品为主的县域地方特色工业体系，是云南省投资较好的县市区之一。

Brief Description of the Project: It is to extract primary eucalyptus oil from eucalyptus leaves, and produce refined eucalyptus oil containing 80% eudesmin and its subsidiary products.
Basis for Implementation of the Project: ① Luliang Implementation Plan for Industrial Development of Forestry in Qujing City; ②11th Five-Year Plan for Forestry Development of Luliang County.
Roles and Status of the Project in the Area: With the reform of forestry right system and the implementation of the national natural forest protection program, the non-publicly owned forestry focusing on eucalyptus developed abruptly. There have been more and more social investments made into planting eucalyptus year after year. This is especially true since 2002, as the planting area of eucalyptus trees has been growing by more than 20,000 mus per year.
In light of the actual circumstances in Luliang, it is to take advantage of the abundant eucalyptus resources, develop downstream processing of eucalyptus trees, which is very meaningful for promoting economic development of Luliang County, and building a new socialist rural areas in Luliang.
Brief Introduction to the Natural Conditions and Socioeconomic Conditions of the Construction Site: The project site is selected at Luliang Industrial Park, Qingshan Area. Luliang is located in the eastern part of Yunnan Province and the southern part of Qujing City. Its land area is 2,018km2, and it is the largest plateau basin in Yunnan, known as “land of literary documents”, “land of fish and rice” and “land of silk”. The total population of the entire county is 620,000, and the urban area is 14km2, with an urban population of 140,000. The county economy is quite developed, and there is an industrial system with local characteristics, mainly papermaking, printing, building materials, chemical, silk and agricultural produces. It is one of the few counties, cities and districts with favorable investment environment in Yunnan Province.
Construction Content: The project is to take primary eucalyptus oil as the raw material, and produce refined eucalyptus oil containing 80% eudesmin and its subsidiary products. Simultaneously, it is to complete construction of the fine varieties of eucalyptus seedlings breeding base.
Construction Scale: It is to produce 2,000 tons of primary eucalyptus oil, and extract 1,300t/a 80% eucalyptus oil.
Land to Be Occupied: 30 mus
Construction Period: 1 year.
Brief Description of Process Technology Plan: It is to rectify primary eucalyptus at reduced pressure, separate and get refined eucalyptus oil products containing 80% eudesmin.
Preparatory Work and Progress of the Project: The project has passed feasibility study, the environmental impact assessment has been approved by the environmental protection authority, and the relevant authorities have approved the project.
Supply of Main Raw Materials, Fuels and Other Raw Materials: The project will take eucalyptus leaves as the main raw material, coal as the fuel, sodium hydroxide and hydrochloric acid as the other raw materials. Eucalyptus trees are distributed in most areas of Yunnan, which can be regularly purchased, and the raw material is sufficiently available. Coal consumption enjoys strong advantages in geographic location, as Luliang and the neighboring counties and cities have sufficient production of coking coal, which is easy to purchase. The coal quality is good, and the caloric value is 21-25MJ/kg. Sodium hydroxide and hydrochloric acid can be sourced in the city.
Environmental Impacts of the Project: The project is the one encouraged in the national industrial policies, and the construction of the project will have little impacts on the environment.
Estimated Investment: The total investment of the project will be 130 million RMB, including 100 million RMB fixed assets and 30 million RMB working capital.
Fundraising: It is to be constructed through inviting investments.
Preliminary Analysis about Economic Returns: The annual sales revenue will be 200.94 million RMB, the annual operating costs will be 168.1542 million RMB, and the annual net profits will be 32.7858 million RMB. The internal rate of return will be 32.78%, the rate of return on investment will be 25.21%, and the payback period will be 3.96 years.
