随着社会经济的发展及人们消费结构的变化，花卉产品已成为一种绿色消费时尚，花卉产业成为最具活力的农业朝阳产业。首先，从国际市场上看，随着全球经济发展，人均花卉消费量将呈上升趋势，花卉产品供不应求的局面将会持续。其次，从国内市场上看，我国是世界上花卉消费潜力最大的市场，花卉消费正在由集团消费和节假日消费向家居日常消费发展，掀起了人居环境绿化、美化热潮，花卉消费继续呈上升趋势。云南花卉具有优越的自然条件，是鲜切花最适宜的生长地区之一，技术条件也有一定的比较优势，具有较大的国内市场。自1994年省政府决定将花卉产业作为一个大产业发展以来，各级政府非常重视并采取一些措施，在广大企业和农户的积极参与下，取得了很大的成绩。截止到2001年底，全省花卉及绿化苗木面积达599万公顷（约合8.99万亩），总产值约29.4亿元人民币，其中鲜切花、切叶、干花、盆花面积达3326.7公顷，绿化苗木面积达2666.7公顷。鲜切花、切叶、干花产量18亿支，其中鲜切花产量达16亿支，约占全国花卉市场数量50％以上，盆花1000万盆。花卉出口额约1540万美元。已成为中国名副其实的花卉生产大省。云南省委、省政府对花卉产业发展高度重视，明确要把云南建成中国乃至亚洲最大的花卉生产出口基地和交易中心。我县也把花卉产业确定为重点扶持发展的四大后续产业之一，自2006年起，每年财政预算100万元，专门用于扶持发展花卉产业。
项目实施依据：一是符合国家、省、市的有关政策。二是师宗独特的地理位置，适宜的气候和土壤，丰富的水资源，清洁的空气，非常适宜发展花卉产业。三是符合师宗县产业结构调整的发展方向，花卉产业化的推进是促农增收的一项有力举措。
项目在本地区的作用与地位：该项目的实施将促进产业结构调整，加快农业产业化进程，有效促农增收。
建设地点的自然条件和社会经济情况简述：
师宗县地形以山区为主，地势西北高东南低，最高海拔2409.7米，最低海拔737米。年平均降雨量1246毫米，年平均气温13.8℃，无霜期244-344天，温湿适度、夏无酷暑，冬无严寒，全县年平均日照数为1753.6小时。日均温稳定，≥10℃平均每年有224天，河谷槽区有318天，全年平均气温13.8℃，最冷月（一月）平均气温5.8℃，最热月平均气温（七月）24.0℃,极端最低气温9.7℃，极端最高气温32.6℃，一月平均最低气温1.1℃。土壤以红壤为主，PH值5.5～7.9，土层深厚肥沃，有机质含量达1.91—2.75%，含氧0.118～0.166%，矿物质尤其含磷、钾高，分别为0.182—0.211%、1.878～2.268%。农业总水量 10139万立方米,农用灌溉用水量9544万立方米。师宗的气温、水、土壤适宜花卉种植。
项目建设内容：建设2000亩花卉种植基地，以丹凤镇500亩中心示范基地为重点，建设标准生产大棚、育苗温室、冷库、包装处理车间等。
建设期限：2008年—2009年
项目前期准备工作及进展情况：以324国道为主线，雄壁镇以鲜切花及绿化苗木生产种植为主；丹凤镇、彩云镇、葵山镇、竹基乡重点发展鲜切花；五龙乡、高良乡、龙庆乡主要开发野生花卉资源。至2010年，全县花卉种植面积达10000亩。

Brief Description of the Project:
With the socioeconomic development and changes to people’s consumption structure, flowers and plants have become a fashion of green consumption, and the industry of flowers and plants have becoming the most vigorous agricultural sunrise industry. Firstly, from the international market, with the development of global economy, the per capita consumption of flowers and plants are on the rise, and the situation of supply being hardly enough to meet the demands will continue. Secondly, in terms of domestic market, China is the market with the largest potentials for consumption of flowers and plants. The consumption of flowers and plants has developed from group consumption and holiday consumption to daily and domestic consumption. There has been a hot wave to garden and beautify the human living environment, and the consumption of flowers and plants are continuously increasing. Yunnan has advantageous natural conditions for growing flowers and plants, and it is one of the areas most suitable for the growth of fresh-cut flowers. It also has certain comparative advantage in terms of technical conditions, and a considerably large domestic market. Since Yunnan Provincial Government decided to develop the industry of flowers and plants as a large industry in 1994, the government at all levels have been very serious about it, and taken some measures, and with the active and extensive participation of the enterprises and farmers, great achievements have been made. Up to the end of 2001, the entire province totally planted 5.99 million hectares of flowers and plants and gardening young plants, and the total output value was about 2.94 billion RMB. To be specific, the planting areas of fresh-cut flowers, cut leaves, dry flowers and potted flowers reached 3,326.7 hectares, and the planting areas of gardening young plants have reached 2,666.7 hectares. The production volume of fresh-cut flowers, cut leaves and dry flowers was 1.8 billion pieces, including 1.6 billion pieces of fresh-cut flowers, accounting for over 50% on the Chinese market of flowers and plants. There were 10 million pots of potted flowers. The export value of the flowers and plants was about 15.4 million US dollars, and Yunnan has truly become a major flowers and plants producing province in China. CPC Yunnan Provincial Committee and Yunnan Provincial Government have been very serious about the industrial development of flowers and plants, and they have expressly stated the intention to develop Yunnan as the largest flowers and plants producing and exporting base and transaction center in China and even in Asia. Shizong County has also determined the industry of flowers and plants as one of the four major subsequent industries with key focus for development. Since 2006, 1 million RMB of fiscal budget was allocated specifically for supporting the developing the industry of flowers and plants.
Basis for Implementation of the Project: Firstly, it is consistent with the relevant policies of the nation, the province and the city. Secondly, the unique geographic location of Shizong, the appropriate climate and soil, abundant water resources and clean air are particularly suitable for developing the industry of flowers and plants. Thirdly, it is in line with the development direction of industrial structure adjustment in Shizong County, and promoting industrialization of flowers and plants is a vigorous measure to increase the incomes of the farmers.
Roles and Status of the Project in the Area: Implementation of the project will promote industrial structure adjustment, speed up the industrialization progress of agriculture, and effectively increase the incomes of the farmers.
Brief Introduction to the Natural Conditions and Socioeconomic Conditions of the Construction Site:
The terrain of Shizong County is mostly mountainous, which is higher in the northwest and lower in the southeast. The highest elevation is 2,409.7m, and the lowest elevation is 737m. The average annual rainfall is 1,246mm, the average annual temperature is 13.8℃, and the frost-free period is 244-344 days. There is neither scorching heat in summer nor severe cold in winter, and the average annual sunshine time of the entire county is 1,753.6 hours. The average daily temperature is stable, with 224 days per year ≥10℃, and 318 days in valleys. The average annual temperature is 13.8℃, the average temperature of the coldest month (January) is 5.8℃, and the average temperature of the hottest month (July) is 24.0℃. The utmost lowest temperature is -9.7℃, and the utmost highest temperature is 32.6℃. The average lowest temperature of January is 1.1℃. The soils are mostly red soil, PH value 5.5～7.9, with thick and fertile layers of soil, and organic substance content can be as high as 1.91—2.75%, oxygen content is 0.118～0.166%. The mineral contents are high, particularly phosphorus and potassium, which are 0.182—0.211% and 1.878～2.268% respectively. The total quantity of water used for agricultural purposes is 101.39 million m3, and the quantity of water used for agricultural irrigation is 95.44 million m3. The climate, water and soil of Shizong are suitable for planting flowers and plants.
Construction Content: It is to construct 2,000 mus of flowers and plants planting base, focusing on 500 mus of central demonstrative base at Danfeng Town, and construct standard greenhouses, young plants breeding greenhouse, cold storage, packing and treatment workshops, etc.

Preparatory Work and Progress of the Project: With 324 National Highway as the main line, Xiongbi Town will focus on planting fresh-cut flowers and gardening young plants; Danfeng Town, Caiyun Town, Kuishan Town and Zhuji Township will focus on developing fresh-cut flowers; Wulong Township, Gaoliang Township and Longqing Township will focus on developing wild flower and plant resources. Up to 2010, the planting area of flowers and plants in the entire county will reach 10,000 mus.
