项目简述：珠江源景区于1988年5月4日被省政府批准为省级风景名胜区，1993年5月9日又被国家林业部批准为国家级森林公园，2006年被评为国家AAAA级旅游景区，第三届泛珠合作与发展论坛开幕式在此举行。独特的位置、海拔、气候以及山、水、树、花、洞五大优势显示了较大的旅游开发价值，政府主导投资达7400万元，完成了珠江源的水、电、路、通信等基础设施，拟出让经营权30—50年。
项目实施依据：《沾益县县域经济发展规划》、《沾益县旅游发展规划》。
项目在本地区的作用与地位：珠江源景区是沾益县旅游业发展的龙头，是“珠江源”旅游品牌的重点支撑项目，曲靖市的重点旅游景区、曲靖旅游形象的主题依托，在滇东乃至云南都具有较大影响。
建设地点的自然条件和社会经济情况简述：沾益县总面积2801平方公里，全县辖3镇5乡，122个村委会、1208个自然村，全县总人口40余万人。沾益县区位优势独特，交通条件便捷。县城距昆明市区150公里，离曲靖市区10公里，是珠江源大城市的重要组成部分。2007年全县生产总值52.9亿元，地方一般预算收入达3.6亿元。
项目建设内容：建设珠江探源旅游项目、珠江主题休闲度假村项目、珠江文化园项目、“情满珠江”纪念园项目。
建设规模：投资6000万建设云、贵、川、桂、湘、赣、粤、闽、琼、港、澳等浓厚地域特色的主题休闲度假村。占地面积：12.5平方公里。建设期限：2年
项目前期准备工作及进展情况：近年来，政府主导投资达7400万元，完成了珠江源的水、电、路、通信等基础设施以及景区大门、“9+2”迎宾楼、石牌坊、珠源禅寺、三级叠水等20个景点的建设，完善了入口区、源头区、休闲区、果园区、运动区、山林区、探源怀古区的建设。
项目对环境的影响：项目实施能进一步完善珠江源景区的自然、人文环境,拓展珠源文化，展示珠源风采。
投资估算及资金筹措：总投资6000万人民币。资金筹措采取政府自筹、银行贷款、招商引资的方式
初步经济效益分析：项目建成后，预计每年可接待游客20万人次，门票直接收入800万元（按门票40元/人），香火捐资200万元，住宿、餐饮收入1500 万元，其他项目收入40万元，每年收入达2540万元。

Brief Description of the Project: Pearl River Source scenic spot was approved by Yunnan Provincial Government as a provincial-level famous scenic spot dated May 4, 1988. It was approved by the Ministry of Forestry as a national-level forest park dated May 9, 1993, and AAAA grade tourist scenic spots in 2006, and the opening ceremony of the 3rd Trans-Pearl River Cooperation and Development Forum was held here. Unique location, elevation and climate, as well as advantages in mountains, waters, trees, flowers and caves indicated that it has considerable value for tourism development. The government-led investments have been 74 million RMB, which finished such infrastructures as accesses to water, power, roads and telecommunications. It is planned to transfer 30-50 years of operating rights.
Basis for Implementation of the Project: Economic Development Plan of Zhanyi County, Tourism Development Plan of Zhanyi County.
Roles and Status of the Project in the Area: The Pearl River Source Scenic Spot is the head for tourism development in Zhanyi County. It is a key supporting project for the “Pearl River Source” tourism brand. Supported by the themes of key tourist resorts of Qujing City and image of Qujing tourism, it is going to be very influential in east Yunnan and even the entire Yunnan.
Brief Introduction to the Natural Conditions and Socioeconomic Conditions of the Construction Site: The total area of Zhanyi County is 2,801km2, governing 3 towns and 5 townships, 122 villagers’ committees, 1,208 natural villages, and the total population is over 0.4 million. Zhanyi County has particularly advantageous geographic location, with easy access to transportation. The county seat is 150km away from downtown Kunming and 10km away from downtown Qujing, and it is an important component of the big city to be built at the Pearl River Source. In 2007, the gross domestic production of the entire county was 5.29 billion RMB, and the general fiscal revenue was 360 million RMB.
Construction Content: It is to construct Pearl River Source Exploration Travel, Pearl River Theme Recreation and Rehabilitation Village, Pearl River Cultural Park, and “Affectionate Pear River” Memorial Park.
Construction Scale: It is to invest 60 million RMB to construct a theme resort with thick local characteristics of Yunnan, Guizhou, Sichuan, Guangxi, Hunan, Jiangxi, Guangdong, Fujian, Hainan, Hong Kong and Macau. It is going to occupy 12.5km2 of land. The construction period will be 2 years.
Preparatory Work and Progress of the Project: In recent years, the government-led investments have been as much as 74 million RMB, which finished such infrastructures as accesses to water, power, roads and telecommunications for the Pearl River Source, and over 20 scenic spots, such as the Gate of the Scenic Area, “9+2” Guesthouse, Stone Arch, Pearl River Source Buddhist Temple, Three-Cascades Waterfall, just to name a few. We also improved the construction of the entrance area, source area, recreational area, fruitery area, sports area, mountain forest area, and source exploration and meditating on the past area.
Environmental Impacts of the Project: Implementation of the project may further improve the human and natural environment of the Pearl River Scenic Area, extend the Pearl River Source culture, and display the splendor of the Pear River Source.
Estimated Investment and Fundraising: The total investments of the project will be 60 million RMB. Fundraising: Government investment, bank loan and inviting investors.
Preliminary Analysis about Economic Returns: Once the project is finished, it is expected that it may receive 200,000 tourists per year, the direct ticket revenue will be 8 million RMB (by 40 RMB/ticket), 2 million RMB of devotees to the Buddhist temple, 15 million RMB of catering revenues, and 0.4 million or other revenues. The annual revenues will be 25.4 million RMB.
