项目简述：石龙山风景区是省级风景名胜区，山清水秀、绿郁葱葱；峰奇峡异、千姿百态，具有优越的气候条件和资源优势，发展潜力巨大。石龙山顶有平地万顷，四周峰峦起伏，随季节变换，可观云海、旭日、冰凌、雪景等优美的自然景观。山中有玉美人、倒洒金钱、赤霞屏、归鹤洞、活佛洞、雨珠岩等天然景观。山中有古刹名寺松鹤寺，始建于明初，历史悠久，名僧辈出，是滇东北佛教文化胜地。寺内古柏森森，清泉绕流，真武大帝及众多佛像巍峨壮观，千年“梅王”举世无双，诗词楹联雄浑苍劲，逸闻轶事脍炙人口。这些千姿百态的自然景观与闻名遐迩的历史人文景观，构成了石龙山风景区的独特与珍奇，吸引了无数商旅游宦、文人墨客选胜登临，吟诗题咏。

项目实施依据：《宣威市旅游发展总体规划》、《宣威市石龙山旅游片区总体规划及局部片区修建性详细规划》

项目在本地区的作用与地位：宣威市旅游的龙头景区

建设地点的自然条件和社会经济情况：宣威市处于滇东北旅游区，历史悠久，有着光荣的革命斗争历史，饮食文化源远流长，文化教育发达。市区距省会昆明市231公里，是连接滇东北旅游区与滇中旅游区、滇东南旅游区的交通要道，贵昆铁路与326国道纵贯宣威境内。东——贵州省的国家级风景名胜区黄果树瀑布（310公里）；北——贵州省的草海国家级自然保护区（120公里）；西——云南省级历史文化名城会泽（150公里）；南——云南省级风景名胜区珠江源（55公里）。

项目建设内容：一期建设：一期主要以松鹤寺为中心，建设入口管理服务区和名山佛文化游览区，打好石龙山旅游片区成为滇东北第一佛教文化圣地的基础。

二期建设：继续建设完善一期所建的项目，主要建设彝族土司文化游览区、生态休闲游览区。三期建设：继续建设完善前两期所建的项目，并建设自然生态体验区、玉美人高山峡谷探险游览区。

建设规模：项目建设包括：景区综合服务管理区、山门、松鹤寺、烈士陵园、观音菩萨塑像、龙山禅院、文殊院、金顶以及休息观景点、餐饮服务区等。总投资7652万元。

建设期限：2008－2012年。

1、     工艺技术方案简述：入口管理服务区

（1）一山门、管理用房。在入口设置景区大门（一山门），配套设置管理、小卖、公厕等服务设施。（2）景观标牌。在山脚下入口处竖立写有石龙山旅游片区的主题及宣传口号的标牌。

2、    名山佛文化游览区

（1）松鹤寺保持不变，适当改造完善其路网即修整寺内的环境。

（2）观音菩萨塑像。在松鹤寺南侧的小山包上塑一尊观音菩萨像。

（3）龙山禅院。沿步行游道而上，修建龙山禅院，左侧设置六祖殿，右侧设置那罗殿，正中设置大雄宝殿，在大雄宝殿之后设置藏经阁。

（4）文殊院。绕过龙山禅院，修建文殊院。文殊院主殿为文殊殿，侧殿为罗汉堂，并配套设置禅堂。

（5）金顶。在山顶修建金顶，设置玉皇阁、真武殿、天王殿及配殿等。

（6）观景亭。修建凌虚阁、翠峰亭、松涛小筑、飞龙亭、凤舞阁、凉风亭等。

3、    彝族土司文化游览区

在原有的土司衙门遗迹的基础上，恢复修建原有的土司衙门。

4、    生态休闲游览区

（1）火腿文化体验区。利用现有的火腿厂，展示火腿的制作、加工等工艺，开展游客体验活动，形成火腿文化体验场所。

（2）小龙山康体休闲娱乐中心。利用原有的水体，运用良好的生态环境，修建适量度假屋，开辟康体休闲区域。

5、    自然生态体验区

在原有的生态农业基础上，开展高寒山地生态农业观光游览项目。借助自然山林，开展森林氧旅游活动项目，沿途修建悠然居、松月阁、月印亭、听雨台等观景亭台。

6、    玉美人高山峡谷探险游览区

依靠山体生态环境，利用现有地形地势，修建游览道路，开展登山游览活动项目，丰富人们的业余生活。

项目前期准备工作及进展情况：石龙山目前已进行了初步的开发，山上现建有松鹤寺，已建有车行道从山脚至山顶，步行道从山脚到松鹤寺。

项目主要原料、燃料及其他原材料供应情况：劳动力价格：7500元/年；水价：2.5元/吨；电价：0.6元/度。

资金筹措：民间捐款、政府投资、贷款。

初步经济效益分析：项目建设期：5年；投资回收期：8年

年销售额：2400万元；年经营成本：1600万元；

年利润：800万元；投资利润率：30%；

财务内部收益率（所得税后）：8.94%。

市场预测：预测到2010年，游客总量达18.2万人次；到2015年，游客总量达31.76万人次；到2020年，游客总量达50.19万人次；到2025年，游客总量达71.67万人次。

Xuanwei Shilong Hill (East Hill) Scenic Spot

Construction Nature: Upgrading and Expansion

Brief Description of the Project: Shilong Hill is a provincial level scenic spot, enjoying green hill and clean water, strange peak and valley, as well as excellent climatic conditions and advantageous resources, with great development potentials. It has ten thousand hectares of flat land at the peak, and it is surrounded by mountain ranges rise and fall, which are changeable with the seasons. You may enjoy cloud sea, rising sun, ice and snow, as well as other beautiful natural landscapes. The natural landscapes in the hill include but without limitation to Jade Beauty, Inverted Spraying Coins, Cixiapin, Crane Return Cave, Living Buddha Cave, and Rain Drop Cliff, etc. Songhe Temple, a famous old temple in the hill, was initially built in early Ming Dynasty. It has a long history and many generations of famous monks, and it is a famous scenic spot of Buddhist culture in northeast Yunnan. There are thick ancient cypress and zigzagging clean springs, as well as many splendid statutes of Buddha. The thousand-year-old “King of Chinese plum flower” is matchless in the world. There are also bold and vigorous brush works and popular anecdotes and interesting episodes. Such natural landscapes of all kinds of shapes and postures and famous historic and human landscapes constitutes peculiarity and splendor of Shilong Hill Scenic Spot, attracted many business people, travelers, officials and intellectuals to come for sightseeing and writing poems.

Basis for Implementation of the Project: Master Planning of Xuanwei City on Tourism Development, Master Planning for and Detailed Plan for Partial Construction of Shilong Hill Tourism Area in Xuanwei City

Roles and Status of the Project in the Area: It will be a leading scenic spot in the tourism of Xuanwei City.

Brief Description about the Natural Conditions and Socioeconomic Conditions of the Construction Site: Xuanwei City is located in northeast Yunnan tourism area, boasting a long history and glorious history of revolutionary fights, long standing catering culture and developed culture and education. The downtown area is 231km from Kunming City, and it is a vital communication line connecting northeast Yunnan tourism area with central Yunnan tourism area and southeast Yunnan tourism area, with Guiyang-Kunming Railway and  National Highway 326 running across the city. East-Huangguoshu Waterfall, a national level scenic spot in Guizhou Province (310km); north-Caohai National Level Nature Reserve, Guizhou Province (120km); west-Huize, a famous historical and cultural town in Yunnan Province (150km); south-Pearl River Source, a provincial level scenic spot in Yunnan (55km).

Construction Content:

Phase I: It is mainly to focus on Songhe Temple, construct the Entrance Management and Service Area and Sightseeing Spot of Famous Hill with Buddhism Culture, and lay a solid foundation for building Shilong Hill Tourism Area as No. 1 sacred place of Buddhism culture in northeast Yunnan.

Phase II: It is to continue constructing and improving the items built in Phase I, and mainly to construct Yi People’s Chieftain Culture Spot and Ecological Recreational and Sightseeing Area.

Phase III: It is to continue constructing the items built in the preceding two phases, and construct Natural Ecological Experience Area and Jade Beauty Alpine Valley Exploration Area.

Construction Scale: The construction contents include Comprehensive Service and Management Area, Hill Gate, Songhe Temple, cemetery of revolutionary martyrs, statute of Guanyin, goddess of mercy, Dragon Hill Buddhist Temple, Bodhisatta Manjusri Temple and Golden Peak, as well as resting and sightseeing spots and Catering Service Area, etc. The total investment will be 76.52 million RMB.

Construction Period: 2008－2012.

1.      Brief Description of Process Technology Plan: Entrance Management and Service Area

(1) Hill Gate and Management Houses. It is to install a gate at the entrance of the scenic spot (hill gate), to be matched with such service facilities as management houses, stores and toilet, etc.

(2)   Scenic Posts. It is to erect posts with the theme of Shilong Hill Tourism Area and the propaganda slogans.

2.      Service Area and Sightseeing Spot of Famous Hill with Buddhism Culture

(1)   Songhe Temple shall remain unchanged, and it is to properly improve its roads, i.e., improving the internal environment of the temple.

(2)   Statute of Guanyin, goddess of mercy. It is to carve a statute of Guanyin, goddess of mercy on the small hill south of Songhe Temple.

(3)   Dragon Hill Buddhist Temple. Following the travelers’ footpath upward, it is to build Dragon Hill Buddhist Temple, with Six Ancestors’ Hall on the left, Kinaro Hall on the right, Main Hall in the center, and Depositary of Buddhist Texts behind the Main Hall.

(4)   Bodhisatta Manjusri Temple. Bypassing Dragon Hill Buddhist Temple, it is to build Bodhisatta Manjusri Temple. The main hall will be Bodhisatta Manjusri Hall, while the side hall will be Arhat Hall, together with Meditation Hall.

(5)   Golden Peak. It is to build Golden Peak at the peak, with Jade Emperor of Haven Hall, Taoist God Hall, Taoist Deity Hall and Auxiliary Hall, etc.

(6)   Sightseeing Pavilions. It is to build Towering Aloft Pavilion, Green Peak Pavilion, Pine Wave Pavilion, Flying Dragon Pavilion, Dancing Phoenix Pavilion, and Cool Wind Pavilion, etc.

3.      Yi People’s Chieftain Culture Spot

It is to restore the original chieftain’s yamen (government official in feudal China) on the original site.

4.      Ecological Recreational and Sightseeing Area

(1)   Ham culture experience area. It is to take advantage of the existing ham factories, demonstrate allow the tourists to experience the ham making and processing process, and become locations for experiencing the ham culture.

(2)   Minor Dragon Hill Recreational and Fitness Center. It is to take advantage of the original water body and favorable ecological environment to build proper amount of inns, and open up recreational and fitness area.

5.      Natural Ecological Experience Area

It is to conduct alpine upland ecological agricultural sightseeing based on the original ecological agriculture. It is to take advantage of the natural mountain forests to carry out forest oxygen travel activity, and build Resting Residence, Pine and Moon Pavilion, Moon Print Pavilion and Rain Hearing Platform and other sightseeing pavilions and platforms along the road.

6.      Jade Beauty Alpine Valley Exploration Area

It is to rely on the ecological environment of the hill and take advantage of the existing landscape to build sightseeing roads, carry out hiking activities, and enrich people’s leisure life.

Preparatory Work and Progress of the Project: Presently, Shilong Hill has been preliminarily development. Songhe Temple has been built on the hill, a driving lane has been built from the mountain foot to the top, and a footpath has been built from mountain foot to Songhe Temple.

Supply of Main Raw Materials, Fuels and Other Raw Materials: Labor rate: 7,500 RMB/year; Water rate: 2.5 RMB/ton; Power rate: 0.6 RMB/kWh.

Fundraising: Private donations, government investment and loan.

Preliminary Analysis about Economic Returns:

Project construction period: 5 years; investment payback period: 8 years.

Annual sales revenue: 24 million RMB; Annual operating cost: 16 million RMB.

Annual profits: 8 million RMB; Rate of return on investment: 30%.

Internal rate of return (after income tax): 8.94%.

Market Forecasts: It is predicted that the total number of tourists will reach 182,000 person times by 2010, 317,600 person times by 2015, 501,900 person times by 2020, and 716,700 person times by 2025.
