建设地点的自然条件和社会经济情况简述：宣威市位于云南省东北部，是出入滇境的重要门户。东接贵州盘县，南靠曲靖、沾益、富源，西邻会泽，北与贵州省威宁县、六盘水市相连。距昆明238公里，距曲靖100公里，总人口近140万，是云南省人口最多的县（市）。川滇公路、贵昆电气化铁路穿腹而过，是连接滇、黔、川的交通枢纽。宣威地理位置优越，山川秀丽，气候宜人，历史悠久，人杰地灵，是全国重点产煤县（市），烤烟生产基地县（市）和商品瘦肉猪生产基地县（市）之一，也是云南省重要的旱粮、生猪及能源、化工、电力、建材生产基地。驰名中外的宣威火腿就产于这里并获得国家原产地域产品保护。宣威在西部大开发中处于中央提出的云贵昆经济带区位上，这个经济带是今后作为云南连接国内经济区域和大西南连接澜沧江—湄公河区域的主要经济走廊，按照规划，宣威将成为这条经济带上的一个大中型城市。
项目建设内容：“宣威火腿美食文化城” （以下简称本项目）建设项目包括火腿美食文化及旅游配套设施建设工程、基础设施建设工程、景观及环境建设工程三个子项目及18个，占地200亩（13.3公顷），建设期3年，主要建设内容如见下表：

工艺技术方案简述：根据火腿美食文化城项目建设的内容及有关功能要素，规划共分三大部分，这三个部分（区）是：
■美食文化区：火腿加工、制作及名品展示，火腿历史文化陈列展馆，火腿及地方名特餐饮、购物等。
■别墅度假区：园林式别墅旅舍，共16栋，218间（约214床）。
■管理及生活区：办公楼、职工住宅、后勤物质供给等。
项目前期准备工作及进展情况：已征地150亩，并钻探出47℃温泉水，已完成项目可行性研究报告。
项目主要原料、燃料及其它原材料供应情况：项目建设和项目建成后所需的原料、燃料及其它原材料供应充足。
项目对环境的影响：
1、污水的防治和处理。内部污水源主要有餐饮、客房生活污水两大类，采用雨水、污水分流的排水体系，污水经专用管道集中排放到东面，经小型一体化污水处理设施处理后，排至水沟或城市污水管道。
2、火腿文化城内禁用燃煤，以电、液化气等作为替代能源，以减少烟尘污染。
3、火腿文化城的外围区域划出一定的建设控制区和环境协调保护范围，周围还须进行较大范围的植树绿化，对钱屯水库要作重点保护，使之从大环境上和火腿文化城相得益彰，协调统一。
投资估算及资金筹措：项目建设总投资5461万元，其中，固定资产投资5251万元，流动资金投资210万元。资金来源主要通过以下两条途径筹措（固定资产投资）：
1、企业自筹。华方工贸有限责任公司将通过自有资金自筹2251万元，占总投资的43%。
2、银行贷款。争取银行贷款3000万元，占总投资的57%。

Brief Description of the Project: Xuanwei is the hometown of ham, and ham is the symbol of Xuanwei. The ham culture displayed the unique geographic climate features and ham delicacy culture, which has evolved the history of civilization and progressiveness of the ancient Xuanwei, and it is telling the legends of national capitalists. Xuanwei ham has thick foundation of history and culture. Xuanwei ham culture is a culture of spirits, delicious food and civilization, and it is a very valuable material wealth and spiritual wealth that Xuanwei people are proud of. It is the requirements of history and progressiveness of time, and also the common desire of CPC Xuanwei Committee, Xuanwei Government and the 1 million Xuanwei people to fully tap, develop and utilize this valuable resource. Xuanwei answered to the requirement of the era, and hosted a ham delicacy culture festival at the right time. It was proposed in the Master Plan for Tourism of Xuanwei to construct Xuanwei as “a famous land of ham and blessed land of delicacies”, which opened the curtain of building the ham brand, promote socioeconomic development of Xuanwei, and regain the fame of ham once again. Under such a circumstance, it is planned to construction Yunnan Xuanwei Ham Delicacy Culture Town, rely on the long history and thick delicacy culture of ham in Xuanwei, construct a park-style recreational and commercial area and tourist resort integrating dining with shopping, traveling, living and recreation, with the coexistence of local history and culture, characteristic catering and shopping, hotel and meeting services, recreation and amusement, so that it may become a window for displaying the “ham culture” of Xuanwei and publicizing the image of local tourism.
Brief Description of the Company: Huafang Company is a private enterprise quite influential in Xuanwei. It has the qualification as an independent legal person, and implements the general manager responsibility system. Presently, its registered capital is 72 million RMB, and it operates four subsidiaries, i.e., a cement factory, an aggregate plant, a coal mine and an auto parts factory, with a staff of 250. The business operation status of the company is quite good, and it is one of the top 10 private enterprises in Xuanwei City.

Roles and Status of the Project in the Area: Construction of Xuanwei “Ham Delicacy Culture Town” will promote the development of tourism and relevant industries in Xuanwei, upgrade the taste of the city, and play an active role in enriching the tourism products and contents in northeast Yunnan. As the only cultural park and tourist resort with “ham delicacy culture” as the theme, it will be constructed as a fine tourism project with complete functions and facilities, beautiful environment and outstanding characters. It will be very important to melt it into the macro tourism of “happy paradise” in Yunnan.
Brief Introduction to the Natural Conditions and Socioeconomic Conditions of the Construction Site: Xuanwei City is located in the northeastern part of Yunnan Province, and it is an important gate to enter and leave Yunnan. It borders upon Panxian, Guizhou in the east, Qujing, Zhanyi and Fuyuan in the south, Huize in the west, and Weining and Liupanbshui City in the north. It is 238km away from Kunming and 100km away from Qujing, with a total population of almost 1.4 million, being the most populous county in Yunnan Province. Sichuan-Yunnan Highway and Guiyang-Kunming Electrified Railway run across the county, and it is a hub of communication between Yunnan, Guizhou and Sichuan. Xuanwei boasts favorable geographic location, beautiful landscape, agreeably mild weather, long history and talented people. It is one of the key coal producing counties (cities), and one of the flue-cured tobacco production base counties (cities) and commercial meat pig producing counties (cities). It is also an important production base of upland grains, live pigs and energy, chemical, electricity and construction materials. The famous Xuanwei ham is produced here, which has been put under the protection of the state as a product of place of origin. In the Western China Development Initiative proposed by the Chinese central government, Xuanwei is located in the Guiyang - Kunming economic belt, which will be the main economic corridor linking Yunnan with the domestic economic zones, and also southwest China with Great Lancang-Mekong River region. According to the plan, Xuanwei will become a medium-sized city on this economic belt.
Construction Content: ”Xuanwei Ham Delicacy Culture Town” (referred to as the project hereinafter) construction project will include 18 items in three components, i.e., Ham Delicacy Culture and Tourism Supportive Facilities Construction Component, Infrastructures Construction Component, and Landscape and Environmental Construction Component. It will occupy 200mus (13.3 hectares) of land, and the construction period will be 3 years. The main construction contents are listed in the following table:

Brief Description of Process Technology Plan: According to the construction contents and relevant functional elements of the Ham Delicacy Culture Town Project, the plan can be divided into three main parts as follows:
■ Delicacy Culture Zone: Ham processing, making and display of famous products, Ham History and Culture Exhibition Hall, ham and local specialties catering and shopping, etc.
■ Villa Resort: Totally 16 villas with 218 rooms (about 214 beds).
■ Management and Living Area: Office building, dormitory and logistic material supply, etc.
Preparatory Work and Progress of the Project: 150mus of land have been acquired, 47℃ spring has been drilled, and feasibility study report has been prepared.
Supply of Main Raw Materials, Fuels and Other Raw Materials: Once the project is constructed, there will be sufficient supply of raw materials, fuels and other raw materials.
Environmental Impacts of the Project:
1. Control and treatment of wastewater. Internal sources of wastewater mainly include two types, i.e. wastewater from catering and guesthouses. It is to adopt the drainage system separating rainwater from wastewater, in which the wastewater will be drained to the east with special pipes, treated in a small integrated wastewater treatment facility, and drain to ditches or urban wastewater pipe.
2. It is prohibited to burn coal in the ham culture town, and electricity and LPG will be used as alternative energies to minimize smoke and dust pollutions.
3. A certain area will be defined at the periphery of the Ham Culture Town as the construction control area and environmental harmony protection range. It is also to conduct extensive planting of trees and gardening, focus on protection of Qiantun Reservoir, so that it may be inter-supplementary, harmonious and uniform
Estimated Investment and Fundraising: The total construction investments will be 54.61 million RMB, including 52.51 million RMB of fixed assets and 2.1 million RMB of working capital. The investments will mainly be raised through the following two channels (investment of fixed assets):
1. Self-raising by the enterprise. Huafang Industry and Trade Co., Ltd will raise 22.51 million RMB by itself, accounting for 43% of the total investments.
2. Bank loan. It is to apply with the banks for 30 million RMB of loan, accounting for 57% of the total investments.
Preliminary Analysis about Economic Returns:
1. Rate of return on investment: 15.8%
2. Rate of profits and tax on investment: 22.4%
