二、项目简述：
师宗凤凰谷旅游景区为省级风景名胜区。位于云南省师宗县五龙壮族乡。从昆明324国道线高速到以且，再转以马省道可达。距昆明市220公里。属喀斯特地形地貌，中国唯一以生命文化为主题的风景区。2003年开始开发修建，2006年向社会开放。
凤凰谷景区以奇特的地学景观为主体，兼有植物景观、水景景观和浓郁的民族风情。景区内的凤凰洞为一暗河型水平溶洞，基本特点可用“高、大、险、奇、绝”五个字来概括。溶洞前洞垂直高度达198米，堪称国内之最，洞内巨大的厅堂面积万余平方米，高70余米，硕大的洞口和巨大的厅堂巧妙组合，构成了“溶洞日照”的奇观，与溶洞相连的是一个巨大的峡谷，谷底宽不过30-80米，高差却达600多米，险峻的溶洞峡谷景观成为绝景而令人赞叹。溶洞内有各种石钟乳、石笋、石柱、石盾、石瀑大小不一，形态各异。法岗河在洞内咆哮奔流，在1.8公里的洞内下跌100米，形成跌水、险滩。大峡谷的两岸植被保存完好，林木茂密、藤蔓缠绕。硕大的洞口，巨大的洞穴厅堂，险峻的大峡谷，以及前洞栖息的燕子，后洞觅食的蝙蝠，洞口酷似女阴造型的“生命之门”等都是国内罕见的绝景。“女儿湖”绿浪轻涌，柔水含烟。水舟轻放，荡心涤灵。湖滨浴场尽显海滨神韵。到壮家乐，好客的壮族家长会率全家以欢快的竹竿喜迎宾客，跳过竹竿舞后，美丽的壮族小丫将会献上一杯特制的米酒，为你洗去一路风尘。进入壮家便可品尝风味小吃，米饭染着吃，牛肉烧着吃，小鱼舂碎吃，糯米包着吃，可尽情享受壮乡的吃文化。美酒醉客，茶余饭后，就是壮家的“讨小丫”表演活动，游客可即兴参与跳舞唱歌，只要你能唱赢小丫或讨得小丫的芳心，美丽的壮族小丫就属于你的了，你可立即带她到室外参与篝火晚会，伴你尽情的玩乐，陪你到月落日出。
景区把溶洞、峡谷、叠水、生命文化、民族风情巧妙融为一体，自然风光和人文景观有机结合。凤凰谷风景区向社会开放后，先后建立了电瓶船、竹筏、中巴车等交通游览设施；为满足游人惊险刺激的要求，开发了橡皮艇漂流项目。结合本地壮族的民风民俗，每年举办一届“三月三”民族文化旅游节，吸引了大量游客。景区主要景观有狮象峰、烧香石、神秘宫、蒹葭滩、女儿湖、湖滨游场等。
图腾林：位于入口功能区。两旁各有六根图腾柱，左为男性、右为女性，图腾柱古朴直观、象征着一年的十二个月，形象的展示了远古先民的生殖崇拜。象征性大门，远看似丽人之峰，近观如裸露之臀，阴阳相合育万物、男女相合育生命，中间椭圆体的部份意为生命的最初形态。
生命之门：奇、大、险、绝的凤凰洞，洞顶到地面的垂直高度218米，洞口宽30米，为世界之最，洞口阴柔婉致，酷似女阴、天工造物，因洞口形状奇特而被誉为“生命之门”。
神秘宫：幽深的峡谷形如大自然的一道伤口，历经2亿年的沧桑巨变，裂陷出一个惊天奇观——神秘宫。宫门阴柔婉致，状似女阴，宫内形态各异，千姿百态的石笋、钟乳石塑就了雏凤浴生、生命之泉、男根（耕）女殖（织）等独特景观。
女儿湖：绿浪轻涌、波上含烟，上下两湖，3.8 万平方米的水面流荡轻舟、秀水柔情。游泳场尽显海滨神韵。传说涅磐后的凤凰在此沐浴净身。
水寨：独具特色的壮族村落，古朴依旧、小桥流水、古榕斜阳，舒展着高原水乡的灵秀与轻柔，五条河流环绕着水寨缓缓流淌，悠悠穿过一弯弯石拱。
三、项目实施依据
我县实施“三产活县”的战略方针，努力推进城镇化进程，以旅游业发展为重点，带动第三产业快速发展。实施城镇化与工业化同步推进战略，发挥资源、区位优势，以旅游业开发为重点，推进服务业市场化、产业化、社会化和现代化进程。
四、项目在本地区的作用与地位
师宗县处于滇中与滇东南两大旅游片区的结合部，周围有罗平、陆良、泸西、邱北等省内旅游大县，还有罗平菜花节、陆良沙雕节等旅游节。凤凰谷景区的建设可以使以上景区联成一片，而且将成为整个滇东地区旅游业发展的新亮点。项目建成必将带动我县旅游业乃至第三产业的高速发展。
五、建设地点的自然条件和社会经济情况简述
师宗自然风光旖旎多姿，人文景观发人幽思。在53.8%的森林覆盖率下，有着“一山有四季、十里不同天”的立体多样性气候，境内凤凰谷、菌子山、南丹山、翠云山、丁累大箐、黑尔风光等景区与周边的石林、彩色沙林、阿庐古洞、普者黑、罗平油菜花等风景名胜区构成了中外游客亲睐的旅游风景线。
我县区位优势十分明显，县城距离省会昆明180公里，距离市政府曲靖130公里。交通便利，南昆铁路、324国道穿境而过。辐射连接了云南、广西、贵州三省区，连接了曲靖、红河、文山、兴义、百色五地州市。

II. Brief Description of the Project:
Shizong Phoenix Valley Scenic Area is a provincial-level scenic spot. It is located in Wulong Zhuang Autonomous Township, Shizong County, Yunnan Province. You may drive from Kunming to Yiqie on the National Highway 324, and turn on Yima Provincial Highway and get to it. It is 220km away from Kunming City. It is of karst landscape, and it is also the only scenic spot with life culture as the theme in China. Construction started in 2003, and it was open to the public in 2006.
Unique landscapes are the principal part of Phoenix Valley Scenic Spot, along with flora landscapes, water landscapes and thick ethnic folklores. The Phoenix Cave in the scenic spot is a hidden river-type horizontal karst cave, and its basic characteristics can be summarized with five words: high, large, dangerous, wonderful and splendid. The vertical height of the front cave is as high as 198m, which may be the highest in China. The huge hall in the cave is over 10,000m2 in area, and over 70m high. The huge cave mouth is gracefully combined with the huge hall, constituting the wonder of “sunshine in the karst cave”. Connected with the cave is a huge valley, which is only 30-80 wide, but the elevation difference is over 600m. You just cannot help being amazed by the wonderful landscape of stiff cave and valley. There are all kinds of stalactite, stalagmite, stela, stone shield and stone waterfall of different sizes and shapes. Fagang River is roaring and rushing in the cave, and fall by 100m at 1.8km in the cave, forming falling water and rapids. Flora on both banks of the Great Valley is well preserved, with thick woods and plants. The huge cave entrance, gigantic cave hall, stiff great valley, swallows inhabited in the front cave, bats hunting food in the rear cave, and the “door of life” look like a woman’s vagina, are rarely seen in China. “Girls Lake” boasts green and gentle waves. You may be spirited to go boating in it. The lakeside beach has the essence of seaside beaches. If you go to the Zhuang people’s home restaurant, the hospitable Zhuang families will warmly welcome you with happy bamboo rod dances. Then beautiful Zhuang girls will propose a cup of specially made rice wine to you, so that you may wash away your tiredness on the travel. Once you go to Zhuang people’s homes, you may enjoy the specialty snacks: Dyeing rice, roasting beef, smashing small fish, wrapping sticky rice, and enjoy the eating culture of the Zhuang people. After dinner, it comes Zhuang people’s “marrying girls” performance. The travelers may participate in the singing and dancing. If you can defeat the girl in singing or win her favor, the beautiful Zhuang girl will belong to you. You may take her to attend outdoor campfire party, and she will play joyously with you till the moon sets and the sun rises.
The scenic area skillfully integrates karst cave with the valley, waterfall, life culture and national folklores, and organically combined natural scenery with human landscapes. Since Phoenix Valley Scenic Area is open to the public, battery-driven boats, bamboo rafts, minibus and other transportation facilities have been successively established. In order to meet the travelers’ requirements for stimulation, they also developed the drifting with rubber boats. In light of the local Zhuang people’s folklores, “March 3” national culture tourist festival is held once every year to attract large number of tourists. The main landscapes include Lion - Elephant Peak, Incense-Burning Stone, Mysterious Palace, Jianxia Shoal, Girls Lake and Lakeside Swimming Pool, etc.
Totem Forest: Located at the entrance function area. There are six totem columns on each side, the left represent the male, while the right represent the female. The simple and directly perceivable totem columns represent twelve months of a year, and vividly display reproductive worship of early people. The symbolic gate looks like a beautiful woman’s breasts from afar, and naked buttocks when you get close. The combination of yin and yang bred all the creatures, and the combination of the man and the woman bred life. The oval part in the center refers to the earliest appearance of life.
Gate of Life: The splendid, huge, dangerous and rare Phoenix Cave, the vertical height from the top to the surface is 218m, the cave entrance is 30m wide, being the largest in the world. The entrance looks particularly like a woman’s vagina, and it is referred to as the “gate of life” due to its strange shape.
Mysterious Palace: The deep and tranquil valley looks like a large scarlet on the nature, which experienced 200 million years of great changes, and split an amazing wonder - Mysterious Palace. The gate of the palace looks like a woman’s vagina, and the stalagmite and stalactite of various shapes created such wonderful landscapes as Young Phoenix Birth, Spring of Life, Man’s Dick and Woman’s Vagina, etc.
Girls Lake: The lake boasts green and gentle waves. It includes the Upper Lake and the Lower Lake. The water surface of 38,000 km2 is good for boating. The swimming area is as enjoyable as the sea beaches. It is said that the reborn phoenix had a bath here.
Village on Water: It is a uniquely characteristic Zhuang people’s village, simplistic as usual, with small bridges and flowing water, spreading the elegance and softness of plateau rivers and lakes.
III. Basis for Implementation of the Project:
Shizong County is implementing the strategic guideline of “invigorating the county with tertiary industry”, working hard on promoting the urbanization process. It is to focus on tourism development, so as to promote the fast development of the tertiary industry. It is to implement the strategy of synchronously promoting urbanization and industrialization, tap the advantages in resources and geographic location, focus on tourism development, and promote the process of marketization, industrialization, socialization and modernization.
IV. Roles and Status of the Project in the Area:
Shizong County is located at the junction area between central Yunnan and southeast Yunnan, with such powerful tourism counties around like Luoping, Luliang, Luxi and Qiubei, and there are also Rapeseed Flowers Festival of Luoping and Sand Carving Festival of Luliang, etc. Construction of Phoenix Valley Scenic Spot may enable the abovementioned scenic spots to be linked as an entirety, and it will be come a new shining point in the tourism development of the entire east Yunnan area. The completion of the project will surely promote the fast development of tourism and even tertiary industry of Shizong County.
V. Brief Introduction to the Natural Conditions and Socioeconomic Conditions of the Construction Site:
Shizong boasts splendid natural landscapes and inspiring human landscapes. With 53.8% forest cover, there are three-dimensional diversified climate of “four seasons on the same mountain, and different weathers ten kilometers apart”. Such famous scenic spots as Phoenix Valley, Mushroom Mountain, Nandan Mountain, Dinglei Great Valley and Hei’er Landscape in Shizong County, as well as the famous scenic spots in the neighborhood, such as the Stone Forest, Alu Ancient Cave, Puzhehei, Luoping Rapeseed Flowers, have become tourist routes popular among the Chinese and foreign tourists.
Shizong has very obvious advantages in terms of geographic location. The county seat is 180km away from Kunming, the provincial capital, and 130km away from Qujing City. It has easy access to transportation, as Nanning - Kunming Railway and National Highway 324 run across the county. It is linked with five regions and prefectures, i.e., Qujing, Honghe, Wenshan, Xingyi and Baise in the provinces of Yunnan, Guangxi and Guizhou.

VII. Preparatory Work and Progress of the Project:
Master plan of the project has been completed, and feasibility study report has been prepared. The Yima provincial highway and asphalt road in the scenic area, Girls Lake, Wulong Zhuang People’s Home Restaurant, Functional Area of the Entrance and travelers’ footpaths have been finished.
VIII. Estimated Investment and Fundraising
Estimated Investment: It is estimated that the total investments will be 35.1945 million RMB.
Fundraising: The project investments are to be raised by the investors.
