项目简述：陆良彩色沙林旅游区属国家AAAA级景区，成功举办了五届国际彩色沙雕大赛，被列为世界沙雕博览园。该项目旨在充分开发彩色沙林的自然、人文景观资源，挖掘具有地方特色的饮食、服饰、宗教文化、建筑、音乐舞蹈等旅游产品。
项目实施依据：《陆良县旅游发展总体规划》；《陆良彩色沙林发展总体规划》；《彩色沙林近期（2007——2016）发展详规》。
项目在本地区的作用与地位：云南省、曲靖市旅游业“十一五”期间重点扶持建设项目，彩色沙林作为滇东旅游的龙头和标杆，项目实施将极大提升带动滇东旅游的高品位发展。
建设地点的自然条件和社会经济情况简述：该项目选址于陆良县工业园区青山片区。陆良地处云南省东部，曲靖南部，国土面积2018km2，为云南第一大高原坝子；素有“文献之帮”、“鱼米之乡”、“丝绸之府”的美誉。全县总人口62 万人，城市面积14km2，城市人口14万人。县域经济十分发达，现具有造纸印刷、建材、化工、茧丝绸、农特产品为主的县域地方特色工业体系，是云南省投资较好的县市区之一。

项目前期准备工作及进展情况：项目用地、水、电、气、交通等工作已完成，项目可行性研究、立项审批已通过
项目主要原料、燃料及其它原材料供应情况：项目建设所需建筑材料和水、电能就近供应。彩色沙林先后投资1.6亿元，基本完成了景区基础设施建设，目前景区年接待游客80万余次，旅游综合收入8000多万元。

投资估算：总投资1.8亿元，其中固定资产投资1.62亿元、流动资金0.18亿元。

Brief Description of the Project: Luliang Colorful Sand Forest Tourist Resort is a national AAAA grade scenic spot. It has successfully hosted the 5th International Colorful Sand Carving Contest, and listed as the World Sand Carving Exhibition Park. The project is aimed at fully tapping the natural and human landscape resources of the colorful sand forest, exploit catering, costumes, religious culture, architecture, music and dance and other tourist products with local characteristics.
Basis for Implementation of the Project: Master Plan for Tourism Development of Luliang County; Master Plan for Development of Colorful Sand Forest, Detailed Rules on Near Term (2007 - 2016) Development of the Colorful Sand Forest.
Roles and Status of the Project in the Area: It is a key project to be supported in the tourism industry of Yunnan Province and Qujing City during the “11th Five-Year Plan”. The Colorful Sand Forest is the leader and model of tourism in east Yunnan, and implementation of the project will greatly improve the high-grade development of tourism in east Yunnan.
Brief Introduction to the Natural Conditions and Socioeconomic Conditions of the Construction Site: The project site is selected at Luliang Industrial Park, Qingshan Area. Luliang is located in the eastern part of Yunnan Province and the southern part of Qujing City. Its land area is 2,018km2, and it is the largest plateau basin in Yunnan, known as “land of literary documents”, “land of fish and rice” and “land of silk”. The total population of the entire county is 620,000, and the urban area is 14km2, with an urban population of 140,000. The county economy is quite developed, and there is an industrial system with local characteristics, mainly papermaking, printing, building materials, chemical, silk and agricultural produces. It is one of the few counties, cities and districts with favorable investment environment in Yunnan Province.
Construction Content: Nine construction items, such as the Tourists Center, Museum and travelers’ footpaths, just to name a few.
Construction Scale: It is to invest 180 million RMB, and operate the Colorful Sand Forest as an entirety.
Land to Be Occupied: 6km2.
Construction Period: 5 years.
