项目简述：森林和湿地是陆地生态系统的主体，是生态系统最基本的组成部分，是人类赖以生存的不可缺少的环境条件。湿地被形象地比喻为地球的“心脏”，它总是竭尽全力的维护着大自然的美丽，维持着人与自然的和谐。虹桥湿地是宣威生态环境最宝贵的部分，是云南乃至全国处于城区的唯一一块湿地，湿地公园总面积10159.41亩。
项目实施依据：虹桥湿地位于宣威经济技术开发区三个特色基地之一，已引进多家企业入驻，是今后人口的密集区，由市旅游局、建设局、文化局、体运中心等单位做总体规划，保护性开发。
项目在本地区的作用与地位：虹桥湿地公园将以保护和恢复湿地的生态功能为前提，接纳大量的动植物种类、形成新的群落生境，以其充满野趣的领土景观为特色，为游人提供生机昂然的、多样性的游憩空间，以充分发挥其环境经济效益，同时达到保护湿地资源和生态环境的作用。
建设地点的自然条件和社会经济情况简述：项目区内年平均气温13.3℃，最冷月平均气温为5.3；历年绝对最高日气温为33.9（1991年6月1日），历年绝对最低日气温为-14.9（1979年2月9日）；30年—遇最低气温为-13.6；历年平均相对湿度为72%，年平均降水量1304.8mm，年最小降水量657.4mm,年平均日照时数1984.2小时，平均日照5.44小时。为项目提供良好的气候条件。虹桥食品工业基地地处宣威城市南大门，是宣威市未来城市发展的新区，规划面积11.7平方公里。基地以“农工贸一体化”为核心，以发展宣威火腿、马铃薯淀粉等为主导产品，引进润凯公司、南京雨润集团投资建厂，带动基地快速发展。目前，虹桥食品工业基地控制性详规已编制完成，火腿交易中心、润凯淀粉厂业已竣工投用，宣威开发区投资公司商务楼即将动开工建设，本地8家火腿企业入驻虹桥工程已启动实施，南京雨润集团投资8亿元建设300万头/年生猪屠宰加工及3万吨/年火腿生产加工项目正在开工兴建。宣威市地处滇黔结合部，是滇东北重要的旱码头，素有“入滇钥匙，滇东门户”之称，是出入云南的重要通道和辐射滇东北及黔西南的重要城市。国道326线、贵昆电气化铁路纵贯全境，市府所在地距云南省会昆明231公里，距曲靖市府95公里。宣威市地处中国“大西南经济圈”中心位置，拥有丰富的劳动力资源和庞大的消费市场。宣威市国内生产总值在全省排名前10位，县域经济的综合指数进入西部百强县市之列。

Construction of Hongqiao Urban Wetland Park

Project Construction Site: Hongqiao Food Industry Base of Xuanwei Economic and Technological Development Zone.
Brief Description of the Project: Forest and wetland are the main parts of the land ecological system. They are the most basic components of the ecological system, and also the environment absolutely necessary for subsistence of the mankind. Wetland has been vividly described as the “heart” of the earth, and it has always been sparing no efforts in maintaining the beauty of the nature, and also the harmony between the man and the nature. Hongqiao Wetland is the most valuable part of the eco-environment of Xuanwei, and it is the only wetland located in the downtown area in Yunnan, even in China. The total area of the wetland park is 10,159.41mu.
Basis for Implementation of the Project: Hongqiao Wetland is located in one of the three characteristic bases in Xuanwei Economic and Technological Development Zone. It has introduced several enterprises to mobilize into it. It will become a densely populated area in future. Xuanwei Tourism Bureau, Construction Bureau, Cultural Bureau and Sports Center have conducted master planning for protective development of it.
Roles and Status of the Project in the Area: Hongqiao Wetland Park will be based on the prerequisite of protecting and restoring wetland, take large amount of flora and fauna species and develop new biotope. It will be featured by its landscape full of wild fun, provide the tourists with vigorous and diversified recreational space, so as to fully tap its environmental economic returns, and simultaneously protect the wetland resources and eco-environment.
Brief Description about the Natural Conditions and Socioeconomic Conditions of the Construction Site: The average annual temperature of the project area is 13.3℃, and the average temperature of the coldest month is 5.3℃. The absolute maximum daily temperature over the years is 33.9 ℃ (June 1, 1991), and the absolute minimum temperature over the years is -4.9℃ (February 9, 1979). The minimum temperature in 30 years was -13.6℃. The perennial relative humidity is 72%, the average annual rainfall is 1,304.8mm, while the minimum precipitation is 657.4mm, the average annual sunshine time is 1,984.2 hours, and the average daily sunshine time is 5.44 hours, which provides the project with favorable climatic conditions. With “integrating agriculture, industry and trade” as the core and developing such products as Xuanwei ham and potato starch as the leading products, the base has attracted Runkai Company and Nanjing Yurun Group to invest in building factories, and promoted the base to develop fast. Presently, the controlling detailed planning for Hongqiao Food Industry Base has been prepared, Ham Transaction Center and Runkai Starch Factory has been completed and put into operation. The Business Building of Xuanwei Development Zone Investment Company will soon be commenced construction, the project of mobilizing 8 ham processing enterprises into Hongqiao has been initiated. The 3 million heads/year live pig slaughtering and processing as well as 30,000 tons/year ham producing and processing project, in which Nanjing Yurun Group will invest 800 million, is under construction. Xuanwei City is located at the junction area between Yunnan and Guizhou, and it is known as “key to enter Yunnan and gate of east Yunnan”. It is an important pass to enter and leave Yunnan, and it is an important city radiating northeast Yunnan and southwest Guizhou. National Highway 326 and Guiyang - Kunming electrified railway runs through the entire city. The city seat is 231km away from Kunming, and 95km away from Qujing City. Xuanwei City is located at the central position of “Great Southwest China Economic Circle”, boasting abundant labor resources and large consumer market. The GDP of Xuanwei City ranks among Top 10 in Yunnan Province, and the comprehensive index of the county economy has joined the Top 100 counties and cities in west China.

Environmental Impacts of the Project: The wetland park construction project is to conduct protective development, and the building construction will have little impact on the local surface water environment, environmental air, acoustical environment or eco-environment. After taking certain protection and control measures, the project will be environmentally feasible from the perspective of environmental impacts.
Estimated Investment: 406.8425 million RMB.
Fundraising: 50.8% is to be self-raised, and 49.2% is to borrow loan from the banks.
