项目简述：征地10公倾，项目建设总建筑面积64225.74平方米。其中：教学用房13643.75平方米、科技实训实作用房5925平方米、行政办公用房3731.25平方米、生活用房30475平方米、体育场地10300.74平方米。容积率系数0.6；生均建筑面积14.28平方米。项目建设绿化面积38250平方米，绿化率38.25%。生均绿化面积8.5平方米。项目建设场内交通道路、运动场地面积22562平方米，占总用地面积的22.56%。生均交通道路、运动场地面积5.01平方米。项目建设生产能力：设置中专层次的教学班100个，每班按45人定员，每年招生能力为2000人。
项目实施依据：《国务院关于大力发展职业教育的决定》及中央、省、市职业教育工作会议精神,加快落实县委十届八次会议和县十五届人大一次会议提出的“力争启动新建一所职业技术学校”的目标要求。
项目在本地区的作用与地位：项目建成后每年可招生2000人左右，缓解普通高中阶段生源过剩的矛盾，有利社会的安定，为构建和谐社会发挥积极作用。
建设地点的自然条件和社会经济情况简述：会泽县城年平均气温12.7℃，日光照射充足。适宜项目建设。交通便携，经济快速发展。
项目建设内容： 教学楼、办公楼、学生食堂、学生宿舍、科技楼、体育馆、图书馆、阶梯教室、礼堂、实验实习基地、运动场、教学辅助用房、校园路面及绿化、美化等建设工程及购置教学仪器、实验仪器、课桌椅和学生用床等。
工艺技术方案简述：建筑工艺技术方案将委托有一级资质的设计单位设计。
项目前期准备工作及进展情况：前期工作已委托有关专业技术人员论证。
项目主要原料、燃料及其他原材料供应情况：水泥、砖、砂、石就地采购、钢材、水暖电气材料、装饰装修材料可从省城昆明购进，水、电充足，燃料能满足需求。
项目对环境的影响：项目的建成，将会增加城市绿化覆盖率，有利县城新开发区景观和绿化的改善，提高县城城市建设美化效果。从社会环境方面看，项目建成能向社会提供一定的劳动就业机会，有利于培养大量的专业技术人才为社会服务。
项目总投资概算15247.95万元。
资金筹措：征地、堪查，设计等前期费用由县级财政支付，其余费用引资解决。
初步经济效益分析：每年招生规模可达2000人左右，生交费2500元/年，10年后可收回投资。
合作方式：项目学校以民办公助形式进行合资合作，即：征地、堪查设计、项目立项等前期费用由县级财政承担，主要建筑物、设备费用由合作方承担，项目建成后，由合作方经营50年，教职工工资，学生公用经费由县财政承担。

Construction of Huize Vocational School
Project Owner: Huize Vocational School
Project Construction Site: It is planned to acquire about 150mu (equivalent to 10 ha) of land 500m off the right side of exit of Zhaotong - Daibu Highway west of Huize County Seat.
Brief Description of the Project: It is to acquire 10 ha of land, and the total floor area will be 64,225.74m2. The be specific, teaching buildings will be 13,643.75 m2, technical training and application buildings will be 5,925m2, office will be 3,731.25m2, dormitory will be 30,475m2, and sports ground will be 10,300.74m2. The plot ratio coefficient will be 0.6, and the average floorage per student will be 14.28m2. The greening area of the project will be 38,250 m2, and the greening rate will be 38.25%. The average green area per student will be 8.5 m2. It is to construct 22,562 m2 of road and sports ground in the site, accounting for 22.56% of the total land use area. The average area of roads and sports ground will be 5.01m2 per student. The production capacity of the project: It is to establish 100 classes of polytechnic school level, 45 students each class, and the annual enrollment capacity will be 2,000 students.
Basis for Implementation of the Project: Decision of the State Council on Vigorously Developing Vocational Education, the spirits of the central, provincial and municipal working meetings on vocational education, and the objective of 8th Meeting of 10th Session of CPC Huize County Committee and the 1st Meeting of the 15th Session of People’s Congress on “trying to start constructing an vocational school”.
Roles and Status of the Project in the Area: Once the project is completed, it may enroll about 2,000 students per year, and ease the conflicts of surplus students for ordinary senior middle school. Therefore, it will be good for social stability, and play a positive role in building a harmonious society.
Brief Description about the Natural Conditions and Socioeconomic Conditions of the Construction Site: The annual average temperature of Huize County Seat is 12.7℃, with sufficient sunlight, and it is suitable for constructing the project. It has easy access to transportation, and economy has been growing fast.
Construction Content: Teaching building, office building, students’ dining hall, students’ dormitory, science and technology building, gymnasium, library, terrace classroom, auditorium, experiment and field practice base, sports ground, teaching aid rooms, campus roads, greening and beautifying and such other construction works, as well as purchasing teaching instruments, lab instruments, desks and chairs, and students’ beds, etc.
Brief Description of Process Technology Plan: It is to contract a design institute with Grade I qualification to design the construction process technology plan.
Preparatory Work and Progress of the Project: Relevant specialists have been entrusted for demonstration of the preparatory work.
Supply of Main Raw Materials, Fuels and Other Raw Materials: Cement, bricks, sand and aggregates may be sourced locally, while steel, tap water, heating and electrical materials and decorative materials may be purchased from Kunming, the provincial capital. Water and power supplies are sufficiently available, and the fuels can satisfy the demands.
Environmental Impacts of the Project: Construction of the project will increase the greening cover rate of the city, be good for improving the landscape and greening of the new development zone of the county seat, and improve the beautifying effects of the urban construction in the county seat. In terms of social environment, the project will provide certain job opportunities for the society, and it will be good for training large number of skilled workers for the society.
Estimated Investment: 152.4795 million RMB.
Fundraising: The preparatory costs for acquiring the land, survey and design, etc. shall be paid by the county financial authority, and the balance shall be paid through introducing investment.
Preliminary Analysis about Economic Returns: The enrollment scale per year can be about 2,000 students, the tuition of which will be 2,500RMB/year, and the investment can be paid back in 10 years.
Patterns of Cooperation: The project school is to be operated by private joint venture or cooperative venture with public subsidy, i.e., the preparatory costs for acquiring the land, survey and design, etc. shall be paid by the county financial authority, and the costs of main buildings and equipments shall be born by the investors. Once the project is completed, it may be operated by the investors for 50 years, and the salaries of the teachers and workers, as well as the public funds of the students, shall be born by the county financial authority.
