1、项目建设背景
城市供水是城市的命脉，它为城市的生产、生活提供着必要的条件，是促进或制约城市发展的决定因素，因此，建设好城市供水系统，是关系到一个城市发展战略的重大课题。
马龙县位于昆明与曲靖之间，是新规划的曲靖珠江源大城市的组成部分。是全县的政治、经济、文化中心。对外交通条件十分优越。改革开放以来，马龙县城的市政基础设施建设取得了长足的发展，但随着县城经济的不断发展，城市水平的不断提高，县城对基础设施包括自来水的需求越来越大，现有的供水管网设施已不能够适应县城发展的要求：一方面现有城市供水管网铺设年代欠远，部分供水管阵旧老化，故障较多，供水质量差，不能够满足目前县城的用水需求，管网漏损严重，超过国家要求的标准，造成水资源浪费；第二方面，由于马龙县的水源水，属于软水，对金属管道腐蚀性较强，现状管道腐蚀严重，同时对供水水质造成不良影响；另一方面按照《马龙县城总体规划修编》，规划远期（2020年）规划人口6.3万人，远期供水规模2.3万立方米/日，供水管网建设远不能满足规划要求。因此，县城供水管网设施需要在现有基础上进一步改扩建，才能满足目前县城对供水的需求，也才能够适应未来几年县城发展的总体要求。
2、项目建设的作用和意义
该项目建成后，可覆盖县城规划共7平方公里，供水人口8.63万人，确保城市供水，提高城市生产、生活用水质量，促进马龙经济和社会发展。
二、项目建设规模及内容
该项目总投资1902.9万元（233万美元），县城供水管网满足2.3万m3/d，改造DN100—DN300管网17019米，新建DN200—DN500管网15044米。

（一）供水水资源状况
县城周围可用作城市供水水源有：
1、黄草坪水库，该水库位于县城南28公里，水库径流面积19.5平方公里，该水库在溢洪道进行改造后，兴利库容可达1020万m3，其中300万m3为农业用水，其余720万m3作为城市生活及工业用水，该水库现为县城水厂的供水水库。
2、新田水库：该水库距县城约12公里，兴利库容374万m3，每日供水量可达10200 m3/d。
3、马龙河水（备用水源），距县城约6公里的小屯抽水站（早期供水水源）抽取马龙河水，抽水量为3800 m3/d。
（二）可利用的基础设施
县城城区距省会昆明113公里，距曲靖22公里，交通便利，管材等建设材料运输方便。除老管网外，新区的规划道路正在按计划实施，供水水源、自来水厂、供水对象的位置均已确定，供水管网的铺设可以按计划实施。
（三）相关情况
劳动力价格2400美元/年，水价0.3美元/吨，电价0.07美元/度，所涉及税种和税率6%。

Upgrading of Water Supply Pipeline Network
in Malong County Seat
I. Brief Introduction to the Project
1. Background of Project Construction
Urban water supply constitutes the lifeline of the city, and provides necessary conditions for urban production and living and the determinant for promoting or confining urban development. Therefore, a good urban water supply system is a major subject concerning the urban development strategy.
Located between Kunming and Qujing, Malong County is an integral part of big city in the newly planned Qujing-Pearl River Source, and the political, economic and cultural center of the entire county. Moreover, the county has superior external transport system. Since the reform and opening to the outside world, the construction of the municipal infrastructure of Malong County has witnessed great progress. However, with the constant economic development and raising of urban level, the county seat has a bigger and bigger demand on the infrastructure including tap water, and the existing water supply pipeline network cannot adapt to the development any more. On the one hand, the existing urban water supply pipeline network was constructed many years ago, and consequently, partial pipelines are aging. Moreover, more failures and poor water supply quality cannot meet the current demand of water by the county seat any longer. Furthermore, the pipeline network severely leaks and is damaged, and as a result, has exceeded the national standard, and waste of water resources has been generated as well. On the other hand, as water sources in Malong County belong to soft water, they constitute stronger causticity to metal pipes. Consequently, water pipes have been seriously corroded, and bad impact on water quality has been generated. Moreover, in accordance with Revised Malong Downtown Master Planning, the long-term population (2020) is 63,000, and the long-term water supply capacity is 23,000m3/d. The present water supply pipeline network is far from satisfying the planning. Therefore, further upgrading and expansion on the basis of present water supply pipeline network can satisfy the current demand of water and adapt to the overall requirements for future development.
2. Function and Significance of Project Construction
Following the project implementation, 7km2 of county seat shall be covered for water supply for 86,300 persons to ensure urban water supply, improve the quality of water for urban production and living, and promote the economic and social development of Malong County.
II. Construction Scale and Content
The project total investment is 19.029 million RMB (2.33 million USD). The water supply pipeline network in the county seat reaches 23,000m3/d, 17,019m-long pipeline network is to be upgraded using DN100 - DN300 pipes, and 15,044m-long pipeline network using DN200 -DN500 shall be constructed.

(1) Status about Water Supply Sources
Water sources for urban water supply around the county seat area are as follows:
1. Huangcaoping Reservoir: this reservoir is located in the south 28km apart from the county seat, and its runoff area reaches 19.5km2. Following the upgrading of its spillway, the useful storage capacity can be 10.20 million m3, of which 3 million m3 can be used for agriculture, and the other 7.2 million m3 is used for urban life and industry. This reservoir provides water for waterworks in the county seat currently.
2. Xintian Reservoir: This reservoir is approximately 12km from the county seat, and its useful storage capacity is 3.74 million m3, and it can supply 10,200m3 of water each day.
3. Water from Malonghe River (standby water source): water is taken from the river at Xiaotun Pumping Station (early water source) which is approximately 6km apart from the county seat at 3,800 m3/d.
(2) Available Infrastructures
The county seat is 113km apart from Kunming, the provincial capital of Yunnan Province, and 22km away from Qujing. The convenient transport system can facilitate the transportation of building materials such as pipes. With the exception of the existing pipeline network, the roads in the new urban area are being constructed as per the planning, and the position of water supply sources, waterworks and water supply objects have been determined. The construction of water supply pipeline network can be implemented as the planning.
(3) Relevant Information
The labor rate is 2,400USD/year, water rate is 0.3USD/ton, the power rate is 0.07USD/KWh, and items of taxation and tax rate involved is 6%.
V. Preparatory Work and Progress of the Project
The feasibility study report on Upgrading Project of Urban Water Supply Pipeline network of Malong County Seat and its preliminary design have been concluded.

The project total investment is 2.33 million USD, including 2.28 million USD of fixed assets and 254,000 USD of circulating fund.
