项目简述：依托沾益县九龙山、九孔桥片区优美的自然生态环境、便捷的交通优势，适宜的气候环境，以及厚重的人文历史景观，在沾益县城北部拟建占地30平方公里，以南盘江、山林、峡谷、水库为核心依托，以良好的生态环境为基础，南盘江山水资源为特色，以珠江源文化为内涵，以发展康体健身、生态休闲、度假旅游、会议旅游、商务旅游等为主要内容的生态旅游区。
项目实施依据：《沾益县县域经济发展规划》、《沾益县旅游发展规划》。
项目在本地区的作用与地位：本生态旅游区是云南省新兴的生态旅游区，不仅拥有秀丽的自然景观和深厚的人文底蕴，更是一个极具商业开发价值的生态旅游休闲度假的生态经济园区。是沾益县实施旅游活县、项目带动的重要战略规划。
建设地点的自然条件和社会经济情况简述:本规划区地当黔蜀之冲，山接乌蒙之险，三冬无冰雪，四季尽葱笼。仰天地之造化，集山水之灵秀，境内自然景观独特，再加上数千年的文化积淀，自然景观与人文景观交相辉映，旅游资源比较丰富。沾益县总面积2801平方公里，全县总人口40余万人。沾益县区位优势独特，交通条件便捷。县城距昆明市区150公里，离曲靖市区10公里，是珠江源大城市的重要组成部分。2007年全县生产总值52.9亿元，地方一般预算收入达3.6亿元。
项目建设内容：建设为游客提供集散和旅游咨询、接待、餐饮、住宿等服务的浑水塘旅游服务区；建设向游客全面展示珠江源头文化，满足旅客游、购、娱需要的九孔桥文化游乐区；建设集高档住宅、商务会所、休闲娱乐、康体健身于一体的九龙山生态休闲区；建设生态野外探险、生态景观观赏为主的生态景观游览区。
建设规模：总投资10亿元人民币，建设近期游人规模达10万人次/年，远期游人规模达50万人次/年，建设用地221公顷，占地面积35平方公里的生态园区。建设期限3年。
项目前期准备工作及进展情况：沾益县政府已经先期投入5000万元，部分用于园区森林养护，县政府已完成项目规划和实施方案，建设完成部分基础设施，启动园区主道路建设。
项目对环境的影响：项目建设能极大提升珠江源生态宜居城市环境,成为城市后花园,很好保护园林生态和历史人文景观。
投资估算及资金筹措：项目总投资10亿元。资金筹措：政府投资、银行贷款
初步经济效益分析：项目建成后，预计高档居住可收入1.5亿元人民币，每年可接待游客50万人次，康体健身、商务会所、生态旅游、探险探源、生态农庄收入1.5亿元。

Project Name: Construction of Jiulong Ecological Tourism Zone at Pearl River Source, Zhanyi
Project Owner: Management and Service Center of Jiulong Ecological Park at Pearl River Source of Zhanyi County
Construction Site: North of Zhanyi County Seat.
Brief Description of the Project: It is to take advantage o the picturesque natural eco-environment, convenient transportation, agreeably mild climate, and thick human history and landscapes of Jiulong Mountain and Jiukongqiao Area. It is to build an eco-tourism area occupying 30km2 of land, with Nanpan River, mountain forests, valleys and reservoirs as the core, based on favorable ecological environment, featured by the mountain and water resources of Nanpan River, with Pearl River Source culture as the connotation, integrating recreation and physical building, eco-rehabilitation, holiday travels, meeting and commercial travel, etc.
Basis for Implementation of the Project: Economic Development Plan of Zhanyi County, Tourism Development Plan of Zhanyi County.
Roles and Status of the Project in the Area: This ecological tourism zone is a new one in Yunnan Province. It not only has picturesque natural landscapes and profound human foundation, but also is an ecological economic park with significant commercial development values. It is an important strategic plan for Zhanyi County to invigorate and promote the county economy with tourism and projects.
Brief Introduction to the Natural Conditions and Socioeconomic Conditions of the Construction Site: The planned area is located in a strategic place neighboring upon Guizhou and Sichuan, where there is aloft Wumeng Mountain Range, without ice or snow in the winter, but green color all year round. Blessed by the heaven and earth with beautiful mountains and waters, there are unique natural landscapery in the county, plus thousands of years of cultural precipitation, you may find inter-shining natural landscapes and human landscapes, and there are abundant tourism resources. The total area of Zhanyi County is 2,801km2, and the total population is over 0.4 million. Zhanyi County has particularly advantageous geographic location, with easy access to transportation. The county seat is 150km away from downtown Kunming and 10km away from downtown Qujing, and it is an important component of the big city to be built at the Pearl River Source. In 2007, the gross domestic production of the entire county was 5.29 billion RMB, and the general fiscal revenue was 360 million RMB.
Construction Content: It is to construct Hunshuitang Tourism Service Area providing such services as pooling of tourists, tourism information, reception, catering and accommodation. It is to construct Jiukongqiao Cultural Recreational Zone that fully displays the culture at the source of Pearl River, satisfies the traveling, shopping and recreational needs of the tourists. It is to construction Jiulongshan Ecological Recreation Area that integrates high-grade residential apartments, business clubs, recreation and rehabilitation. It is to construct an ecological sightseeing area focusing on ecological field exploration and ecological sightseeing.
Construction Scale: The total investments will be 1 billion RMB. It is to construct an ecological park that may receive as many as 100,000 tourists per year in the near term, and 500,000 tourists in the long term. The construction will use 221hectares of land, and the park will occupy 35km2. The construction period will be 3 years.
Preparatory Work and Progress of the Project: Zhanyi Government has initially invested 50 million RMB, part of which is to be used for forest tending in the park. The county government has finished project plan and implementation plan, constructed part of the infrastructures, and initiated the construction of main roads in the park.
Environmental Impacts of the Project: The project construction will greatly improve the ecologically friendly urban environment suitable for residence at the source of Pearl River, become the back garden of the city, and well protect the ecological, historical and human landscapes.
Estimated Investment and Fundraising: The total investments of the project will be 1 billion RMB. Fundraising: Government investment and bank loan.
Preliminary Analysis about Economic Returns: Once the project is finished, it is estimated that the high-grade living will generate 150 million RMB of revenues. It may receive 0.5 million travelers, and the recreation, business club, ecological travel, taking ventures and exploring for river source, as well as ecological farm will generate 150 million RMB of revenues.
Patters of Cooperation: transfer of operating rights, equity joint venture and cooperative venture.
