项目简述:该项目是开发区重点项目之一,景观区位于曲靖城市规划的中心位置,是最主要的商业、文化、住宅区;对整个曲靖城市和开发区的政治、经济、文化发展有很大的影响。依靠优越的区位自然资源,以开展多种经济建设为基础,以打造生态园区为原则,将西城公园景观区建设成为生态、人居、景观、经济发展相协调的一个新型城市片区。建成后有较好的居住、商务、景观、游览价值。项目总投资预算为60亿元人民币。

项目实施依据:曲靖市城市总体规划已确定曲靖城区的用地发展方向以向西发展为主,并重点在近期建设中将白石江沿岸地区作为城市开放公园与沿江绿化带进行建设,因此西城公园项目的建设就具备了城市景观和市场收益双赢局面。

建设地点的自然条件和社会经济情况简述:规划区所在的曲靖经济技术开发区西片区雨量充沛,阳光充足,气候温和,适宜于众多的植物种类正常生长繁殖,从气候带划分,该区位于亚热带和温带混合型气候夏雨温和区,相应的森林树种植被资源较丰富,林地以针叶林为主,主要树种为云南松,多为中幼林,有少量的华山松、栎类、柏树等。开发区内基础设施完善,配套齐全,水、电资源充足并完成项目外围的道路、排水、供水、电力、电信、有线电视管线等基础设施工程,当地劳动力丰富,各类科研人员齐备。

Brief Description of the Project: It is one of the key projects in the development zone. The scenic area is located in the central position of the Qujing urban planning, and it is the most important commercial, cultural and residential area. It has great impacts on the political, economic and cultural development of the entire Qujing City and the development zone. Relying on the advantageous geographic location and natural resources, based on building of diversified economy, and according to the principle of creating an ecologically friendly park, it is to construct West Town Park Scenic Area as a new urban area with harmony in ecological, residential, landscape and economic developments. Once it is finished, it will have good residential, commercial, sightseeing and recreational values. The total investments will be 6 billion RMB.

Basis for Implementation of the Project: In the master urban plan of Qujing City, it is already decided that the land development of Downtown Qujing is mainly to develop westward, and focus on constructing the area along the banks of Baishi River as open urban park and green belt along the river in the near term. Therefore, construction of West Town Park will create a win-win situation of urban landscape and market returns.

Brief Introduction to Natural Conditions and Socioeconomic Conditions of the Construction Site: The Western Area of Qujing Economic and Technological Development Zone where the planning area is located enjoys abundant rainfall and abundant sunshine. The climate is agreeably mild and suitable for normal growth and reproduction of many flora species. In terms of climate zone, the area is located in an area with mixed climate of subtropical and temperate climates. Accordingly, there are abundant forest tree varieties, and the forestland is mostly coniferous trees, and the main varieties of trees is Pinus yunnanensis, mostly middle-aged & young plantations, with a few Pinus armandii, oaks and cypress, etc. The development zone has complete infrastructures and supportive facilities, abundant water and electricity (power) resources, and has finished the infrastructures at the periphery of the project, such as roads, drainage, water power, supply, telecommunications, cable TV wires, etc. Local labors are sufficiently available, with all kinds of technicians, too.

Project Construction Content:

Construction Scale: It is planned to occupy 510.86 hectares of land.

Construction Period: Five to ten years.

Preparatory Work and Progress of the Project: Presently, controlling plan has been finished. The Administrative Committee of Qujing Development Zone is actively coordinating the land and applying for land use plan, trying to start implementing the construction of West Town Park as soon as possible. Qujing Economic and Technological Development Zone warmly welcome investors from home and abroad to invest in developing this warm land. Since the entire area is quite large and involves large investments, the investors may develop it by multiple ways, including contractual investments by parcels. Qujing Development Zone will provide excellent services, guarantee honoring all kinds of preferential policies, so as to allow investors to get considerable gains and the local economy can develop fast.

Preliminary Analysis about Economic Returns: It is estimated that the total value of all the comprehensive revenues will reach 1,606.75 million RMB.
