项目简述：锌冶炼中锗综合回收利用工程采用国外先进技术和传统的氯化蒸馏→精馏→水解→还原→区熔工艺生产四氯化锗、二氧化锗、还原锗和区熔锗，结合自主开发的光纤用高纯四氯化锗制备技术、氯气替代硫酸的蒸馏技术、水解母液沉淀技术、微波干燥技术、残渣残液的封闭净化技术、残渣的综合利用和无害化处理技术，选择耐蚀的大型化、连续化和自动控制生产设备，实现锗系列产品的高技术、清洁、优质、高效。实现增产减污、增值降耗、增精减粗的循环经济发展模式。

项目实施依据：目前生产锗精矿、二氧化锗、金属锗的主要国家有德国、美国、日本、比利时、法国、意大利、奥地利、扎伊尔、中国。在发达国家中，从事锗精矿生产的主要公司有六家，生产高纯二氧化锗和高纯锗的公司有六家。进行锗深加工用于制造催化剂、红外光学元器件（军用）、光导纤维、半导体器件、光伏材料等方面，能加大稀有金属加工与利用。

建设地点的自然条件和社会经济情况简述：云南省锗的储量为

3000—4500吨，接近世界储量的50％，为全国储量的70％以上，居全国第一位。在曲靖经济技术开发区内就建有云南驰宏锌锗股份有限公司，是中国百家最大的有色金属冶炼企业之一；云南省第一家被列为国家首批循环经济试点单位的企业，为进行锗深加工铺垫了可靠的条件。开发区内基础设施完善，配套齐全，水、电资源充足并完成项目外围的道路、排水、供水、电力、电信、有线电视管线等基础设施工程，当地劳动力丰富，各类科研人员齐备。

建设规模：拟200亩

项目前期准备工作及进展情况：目前已完成项目建设初步论证和可行性研究报告。项目选址、水电供应配套、政策支持等项目建设工作已做好，计划建于曲靖开发区南海子基地。

初步经济效益分析：项目预算建设投资约20亿元，形成规模化生产锗系列产品的能力。预计年销售收入约24亿元。

Brief Description of the Project: It is to comprehensively recover and utilize germanium in the course of zinc smelting. The project is to adopt advanced technologies from abroad and the traditional chlorination distillation → rectification → hydrolysis → reduction → zone melting process to produce germanium chloride, germanium dioxide, reduced germanium and zone melted germanium. It is to combine with the self-developed optical fiber-use high-purity germanium chloride preparation technology, distilling technology substituting sulfuric acid with chlorine gas, hydrolytic mother liquid settlement technology, microwave drying technology, waste residue and waste liquid concealed purification technology, comprehensive utilization and environmentally friendly treatment technology of the waste residues. It is to select anti-corrosive, large-scale, continuous and automatically controlled production equipments, so as to realize hi-tech, clean, quality and efficient production of germanium product series. It is also to realize the model of circulating economic development by increasing yields and reducing pollutants, adding values and decreasing consumptions, and increasing refined products and reducing primary products.

Basis for Implementation of the Project: Presently, the main countries producing germanium concentrate, germanium dioxide and metal germanium include Germany, the United States, Belgium, France, Italy, Austria, Zaire and China. Among the developed countries, there were six main producers of germanium concentrate, and six main producers of germanium dioxide and high-purity germanium. Downstream processed germanium may be used to manufacture catalysts, infra-red optical components (for military use), optical fibers, semiconductor accessories, and photovoltaic materials, etc., which can expand the processing and utilization of rare metals.

Brief Introduction to the Natural Conditions and Socioeconomic Conditions of the Construction Site: The germanium reserve of Yunnan Province is 3,000 - 4,500 tons, accounting for almost 50% of the world and more than 70% of China, ranking the first in China. Yunnan Chihong Zinc and Germanium Co., Ltd., one of the Top 100 Chinese Nonferrous Metal Smelters, is established inside Qujing Economic and Technological Development Zone. It was the first enterprise in Yunnan being listed by the state as the first batch of enterprises for piloting circulating economy, which provided reliable conditions for downstream processing of germanium. The development zone has complete infrastructures and supportive facilities, abundant water and power resources, and has finished the infrastructures at the periphery of the project, such as roads, drainage, water supply, power, telecommunications, cable TV wires, etc. Local labors are sufficiently available, with all kinds of technicians, too.

Project Construction Content:

Construction Scale: It is planned to occupy 200mus of land.

Preparatory Work and Progress of the Project: Presently, preliminary demonstration and feasibility study report of the project have been finished. Project preparation works, such as site selection, matching utilities (water and power) and policies support, have been finished. It is planned to be constructed at Nanhaizi Base of Qujing Development Zone.

Preliminary Analysis about Economic Returns: The budget investment is about 2 billion RMB, and it is to form the mass production capacity for germanium product series. The expected annual sales revenue will be about 2.4 billion RMB.
