项目实施依据： 随着人类环境意识的增强,天然纤维越来越受到人们的重视，特别是在纺织、服装行业有着广阔的市场,而且遍及纤维利用的各行各业。2005年我国天然技术纤维的需求量将达到5万吨，2010年将达到15万吨，考虑到无纺工作的增长和天然纤维在该行业的开发利用前景,天然纤维加工业市场需求量大，发展前景广阔，大麻技术纤维加工业将会如鱼得水。
建设地点的自然条件和社会经济情况简述：曲靖有工业用大麻种植适宜的地理气候自然条件、丰富的土地资源和良好的农业生产基础条件及先进的农业生产技术，为大麻技术纤维加工厂提供原料作好了充分准备，年产大麻可满足大麻纤维生产需要。开发区内基础设施完善，配套齐全，水、电资源充足并完成项目外围的道路、排水、供水、电力、电信、有线电视管线等基础设施工程，当地劳动力丰富，各类科研人员齐备。

Brief Description of the Project: Presently, it is a global fashion to wear fiber clothes. With uniquely outstanding properties, hemp fiber has far greater potentials than many linen fibers, and has become the leader in the industrial chain of hemp. Fiber processing technology is the key to the project, and the project is to adopt advanced industrial hemp processing technology to product textile fibers.
Basis for Implementation of the Project: With the improvement of people’s environmental awareness, natural fibers are becoming more and more popular. It has particularly extensive market in the industry of textiles and costumes, and it is extensively used in all trades using fibers. Chinese demands for natural technical grade fiber reached 50kt in 2005, and it is expected to reach 150kt by 2010. Considering the increase of nonwovens and development and utilization prospects of natural fibers in the industry, the market demands of natural fiber processing industry will be quite large, and there will be huge prospects of development, The hemp technical grade fiber processing industry will have a good future.
Brief Introduction to the Natural Conditions and Socioeconomic Conditions of the Construction Site: Qujing has favorable climate, natural conditions, abundant land resources for planting industrial hemp. It is well founded in agricultural production and boasts advanced agricultural production technologies. It is fully prepared for providing raw materials for the hemp technical fiber processing factory, and the annual production of hemp could meet the demands for production of hemp fibers. The development zone has complete infrastructures and supportive facilities, abundant water and power resources, and has finished the infrastructures at the peripheryof the project, such as roads, drainage, water supply, power, telecommunications, cable TV wires, etc. Local labors are sufficiently available, with all kinds of technicians, too.
