项目实施依据： 我国目前造纸原料存在很大的缺口，由于大麻有着数倍于木材的生长量的优势，所以能补充或取代木材作为造纸的原料。根据目前我国市场行情及价格变化趋势，产品销售价格3950元/吨，正常年销售收入（含税）为79237万元。该项目预计财务收益较好，自投产年起各年均有赢余资金。曲靖市工业用大麻秆20万吨清洁制浆造纸项目的实施将以世界领先的新型制浆技术，站在大麻秆制浆造纸工业发展的制高点上，正式拉开工业用大麻秆制浆造纸产业发展的帷幕。

Brief Description of the Project: The project is to rely on the industrial hemp resources and planting advantages in Yunnan, and use hemp straw as the main raw material, adopting continuous steam blasting pumping technology to pulp and make paper. The main content is to construct a 147,424mt/a hemp straw continuous steam blasting method un-bleached chemical mechanical pulp production line and primary supportive project of 200,600mt/a senior packing paper carton production line.
Basis for Implementation of the Project: Presently, China has a large shortage of papermaking raw materials. Since hemp has several times the biomass growth of timber, it may supplement or substitute timber as a papermaking raw material. According to the present market price and price development trend in China, the product selling price could be 3,950RMB/mt, and the sales revenue (inclusive of tax) will be 792.37 million RMB in a normal year. It is expected that the project will have good financial returns, and there will be surplus funds every years since the year it is put into operation. Qujing Industrial Hemp 200kt/a Clean Pumping and Papermaking Project will adopt globally advanced new pumping technology, stand on a high point of industrial development of pumping and papermaking with hemp, and officially open the new era of industrial development of pulping and papermaking with industrial hemp.
Brief Introduction to the Natural Conditions and Socioeconomic Conditions of the Construction Site: Qujing Industrial Hemp 200kt/a Clean Pumping and Papermaking Project is one of components in Western China Development Initiative. It is good for promoting the sustainable development of papermaking industry in the area, adjust industrial structure of agriculture, and improve the farmers’ standard of living. It may promote the economic development and social prosperity in the neighboring areas, and give a push to the development of industrial chain of characteristic industrial hemp. It will play an important role in the economic development of Qujing and even Yunnan.

Construction Scale: It is to determine the construction area as per the investment ratio of the investors.
Construction Period: Two years.
Preparatory Work and Progress of the Project: The project has been listed in the industrial construction plan of Qujing, and preliminary demonstration and feasibility study report have been prepared. Site selection, matching and supply of utilities (water and power) and policies have been conducted.
Preliminary Analysis about Economic Returns: The total investments will be 920.7131 million RMB, including 24.1188 million RMB of initial working capital. During the period of normal production and operation, the annual output value will be 792.37 million RMB, and the annual profits and tax will be 184.2561 million RMB. The product selling price will be 3,950 RMB/mt, and average after-tax profits in normal years will be 86.9433 million RMB.
