建设地点的自然条件和社会经济情况简述：该项目选址于陆良县工业园区西桥片区。陆良地处云南省东部，曲靖南部，国土面积2018km2，为云南第一大高原坝子；素有“文献之帮”、“鱼米之乡”、“丝绸之府”的美誉。全县总人口62 万人，城市面积14km2，城市人口14万人。县域经济十分发达，现具有造纸印刷、建材、化工、茧丝绸、农特产品为主的县域地方特色工业体系，是云南省投资较好的县市区之一。

项目主要原料、燃料及其它原材料供应情况：本项目所需原料主要是石灰石、粘土、铁质及烟煤。陆良石灰石储量16117万吨以上（CaO含量51%以上），粘土储量500万吨以上（SiO2含量在60.48-76.20%之间），铁质校正原料采用陆良龙海公司的工业硫酸废渣（Fe2O3含量在60%以上），烟煤师宗供应（低位热值大于20000KJ/Kg），项目区水资源丰富，电力充裕。
项目对环境的影响：该项目主要采用国内先进成熟可靠的五级预热器分解窑新型干法生产工艺替代立窑生产工艺，产品质量稳定、能耗低，符合国家产业政策。
投资估算：总投资31835万元，其中固定资产投资29793万元，流动资金2042万元
资金筹措：主要通过招商引资进行项目建设

Brief Description of the Project: The project is to eliminate six existing vertical kiln cement production lines and replace with equal production capacity. It is to rely on the abundant limestone, clay resources and advantages in technology and human resources, newly construct a 4,000t/d clinker production line, which is a new type of dry process cement clinker to be disintegrated outside the kiln.
Basis for Implementation of the Project: 11th Five-Year Plan for Development of Building and Construction Materials in Yunnan Province, Qujing City and Luliang County.
Roles and Status of the Project in the Area: Implementation of the project will be good for adjusting the industrial structure of cement in Luliang County, and eliminate outdated vertical kiln production process. It is to promote restructuring of the enterprises, improve the industrial integration levels, enable the cement industry to be up to economy of scale and higher grades, improve the frugality of resources and comprehensive utilization levels, so as to realize sustainable development of cement industry in Luliang.
Brief Introduction to the Natural Conditions and Socioeconomic Conditions of the Construction Site: The project site is selected at Luliang Industrial Park, Xiqiao Area. Luliang is located in the eastern part of Yunnan Province and the southern part of Qujing City. Its land area is 2,018km2, and it is the largest plateau basin in Yunnan, known as “land of literary documents”, “land of fish and rice” and “land of silk”. The total population of the entire county is 620,000, and the urban area is 14km2, with an urban population of 140,000. The county economy is quite developed, and there is an industrial system with local characteristics, mainly papermaking, printing, building materials, chemical, silk and agricultural produces. It is one of the few counties, cities and districts with favorable investment environment in Yunnan Province.

Construction Scale: it is to produce 4,000 tons of clinker per day, and 1.2 million tons of clinker per year.
Land to Be Occupied: 110 mus.

Brief Description of Process Technology Plan:
Preparatory Work and Progress of the Project: Project land planning, feasibility study report and prepositional approval of the project has been finished.
Supply of Main Raw Materials, Fuels and Other Raw Materials: The main raw materials that the project requires will be limestone, clay, iron and bituminous coal. Luliang has over 161.17 million tons of limestone reserves (CaO content greater than 51%), and over 5 million tons of clay reserves (SiO2 content between 60.48% and 76.20%). Industrial sulfuric acid waste residue of Luliang Longhai Company will be used as the iron correction raw material (Fe2O3 content greater than 60%). Bituminous coal will be supplied from Shizong County (the lower limit calorific value is greater than 20,000KJ/Kg). The project area has abundant water resources and power supply.
Environmental Impacts of the Project: The project will adopt domestically advanced, mature and reliable five-step preheater disintegrating kiln new type dry process to replace the vertical kiln process. The product quality will be stable, with low energy consumption. Therefore, it is in conformity with the national industrial policies.
Estimated Investment: The total investment of the project will be 318.35 million RMB, including 297.93 million RMB fixed assets and 20.42 million RMB working capital.
Fundraising: It is mainly to be constructed through introducing investments.
Preliminary Analysis about Economic Returns: The annual sales revenue will be 276 million RMB, the annual operating costs will be 236.85 million RMB, and the annual net profits will be 39.15 million RMB. The rate of return on investment will be 12.3%, the internal rate of return will be 12.3%, and the payback period will be 8.13 years.
