建设地点的自然条件和社会经济情况简述：该项目选址于陆良县工业园区青山片区。陆良地处云南省东部，曲靖南部，国土面积2018km2，为云南第一大高原坝子；素有“文献之帮”、“鱼米之乡”、“丝绸之府”的美誉。全县总人口62 万人，城市面积14km2，城市人口14万人。县域经济十分发达，现具有造纸印刷、建材、化工、茧丝绸、农特产品为主的县域地方特色工业体系，是云南省投资较好的县市区之一。

项目主要原料、燃料及其它原材料供应情况：陆良县现有速生丰产林20万亩，曲靖市范围内有50万亩，陆良县周边县市包括云南省的昆明地区、红河地区，桉林实际种植面积达80万亩，现4—6年期的桉树林面积达20万亩左右，年木材产量达32万吨。项目所需的其他甲醛、尿素可就地供应。项目区水资源丰富，电力充裕。
项目对环境的影响：该项目主要采用干法机械生产工艺，无水体、废气污染，对环境影响较小，属于国家政策重点扶持项目。

Brief Description of the project: This project is intended to fully depend upon the existing 200,000-mu base of fast-growing and high-yield eucalypt forest in Luliang County for producing 8-20mm-thick medium-high density fiberboard which is short in the market by application of dry production process for the use of industries of top-grade furniture, office articles and decoration. It is a key project supported by the State.
Basis for Implementation of the Project: the eleventh-five year development planning on the tertiary industry of Yunnan Province, Qujing City and Luliang County
Roles and Status of the Project in the Area: The project implementation can further the reform of forest right system, and drive the construction progress of base mainly based upon the fast-growing eucalypt forest so as to increase farmers’ income, bring along the rapid development of forestry industry and other relevant industries mainly based on forestry, and improve the comprehensive economic competitiveness of the county.
Brief Introduction to the Natural Conditions and Socioeconomic Conditions of the Construction Site: This project is located in Qingshan area of Luliang Industrial Park. Situated in the east of Yunnan Province and south of Qujing City, Luliang County covers a land area of 2,018km2, and is the first plateau plain in the Province. It is also known as a Land of Literature, a Land of Abundance, and Home of Silk. The total population of the county is 620,000, and the urban area covers 14km2, and urban population comes to 140,000. The economy throughout the county is rather developed, and an industrial system characteristic of paper making, printing, building materials, chemicals, cocoon and silk, and agricultural special local products, and therefore, the county is one of the better investment counties, cities and districts in Yunnan Province.
Construction Content: One production line with 40 sets of auxiliary equipment for producing 100,000m2 medium-high density fiberboard annually is to be constructed. The fiberboard is 1,220 × 2,440mm with a thickness of 8-20mm and density of 700-900kg /m3.

Brief Description of Process Technology Plan: raw materials - chipping - filtration - thermal grinding - glue mixing - glue sizing - drying - fiber molding - pre-compression - edging - transverse cutting - thermal compression - vertical and horizontal sawing - cooling - sanding - division - inspection - packing of finished products
Preparatory Work and Progress of the Project: project land planning and feasibility study report have been completed.
Supply of Main Raw Materials, Fuels and Other Raw Materials: At present, there is 200,000mu of fast-growing forest in Luliang County while there is 500,000mu of such forest in Qujing County, and the actual planting area in counties and cities neighboring Luliang County such as Kunming and Honghe amounts to 800,000mu. Currently, the area of eucalypt forest of 4-6 years reaches around 200,000mu, and 320,000 tons of timber can be acquired annually. Other materials such formaldehyde and carbamide for the project can be locally supplied. Furthermore, the project implementation area is abundant in water resources and electricity.
Environmental Impacts of the Project: This project mainly uses production process of dry machinery without generation of water or waste gases, therefore, its impact on the environment is minor. The project is one supported by the state.
Estimated Investment: the total investment is 100 million RMB, including 90 million RMB of investment into fixed assets, and 10 million RMB of circulating fund.
Fund Raising: mainly by means of introducing investments from overseas for project construction
Preliminary Analysis about Economic Returns: the annual sales income is 130 million RMB, the annual operating cost is 100 million RMB, and the annual profit is 30 million RMB. The rate of return on investment (ROI), internal rate of return and investment recovery period is 30%, 33% and 3.3 years respectively.
